Job summary

Turner & Townsend is seeking an Associate Director (Cost Control) to join the Defence team in the Southwest, contributing to major infrastructure programmes. You will lead cost control delivery, mentor colleagues, and drive improvements across forecasting, reporting and change control while collaborating with Finance, Project Managers and wider controls professionals.

The role offers hybrid working with site/client attendance to meet business needs, and requires active security clearance

Qualifications

  • Extensive experience in a Lead Cost Control role with management responsibility.
  • Extensive experience of working within a project environment.
  • An intermediate to advanced level of Earned Value Management (EVM) understanding.
  • Confidence and ability to critically challenge.
  • Practical experience of using MS Excel and other MS applications.
  • A good understanding of how other aspects of Controls & Performance interact with Cost Control.
  • Demonstrable team leadership experience.
  • Experience in implementing Cost Control processes and procedures.
  • A good and clear understanding of the differences between Cost Control and Finance.
  • Familiarity with NEC contracts.
  • Working in a Defence environment.
  • A relevant Cost Control qualification, such as the Controls & Skills Authority.
  • A relevant Project Controls qualification, such as ECITB, APM.

Responsibilities

  • Lead and develop teams of Cost Control professionals on complex client projects or programmes.
  • Drive continuous improvement in cost control processes and interfacing project controls to create efficiency.
  • Develop and maintain relationships with interfacing disciplines to ensure alignment of project information.
  • Drive the implementation, embed and roll-out of changes to cost control processes.
  • Select, implement, administer and maintain cost control systems to meet client requirements.
  • Mentor the wider Turner & Townsend Cost Controller team, providing support and guidance.
  • Provide subject‑matter advice and manage the development of reporting tools and cost reports.
  • Define how to build and assure project forecast including ETC and EAC development with supply‑chain input.
  • Provide subject‑matter expertise for Turner & Townsend and the client in Cost Control.
  • Present performance recovery recommendations to stakeholders and senior management.
  • Support development of Cost Control training material.
  • Lead on Community of Practice/Interest and Knowledge Shares presentations.
  • Support the National Cost Control Lead in delivering Cost Control nationally.
  • Support recruitment activities to grow the project controls capability.

We have an exciting opportunity for an Associate Director (Cost Control) to join our busy and expanding Defence team, who are undertaking a range of Controls & Performance duties on several high‑profile Infrastructure Projects/Programmes. This role will contribute to growing our cost capability in the Southwest and provide the opportunity to innovate, collaborate and learn from our experienced and award‑winning Cost Control community and wider Controls and Performance network.

Key Deliverables
  • Lead and develop teams of Cost Control professionals on complex client projects or programmes.
  • Drive continuous improvement in cost control (and interfacing project controls) processes to create efficiency and increase benefits to our clients.
  • Develop and maintain relationships with interfacing disciplines including Finance, Commercial and Project Managers to ensure alignment of project information.
  • Drive the implementation, embed and roll‑out of any identified changes to cost control processes.
  • Select, implement, administer and maintain cost control systems to meet client requirements.
  • Mentor the wider Turner & Townsend Cost Controller team, providing support and guidance where required.
  • Provide subject‑matter advice and manage the development of reporting tracking tools, and generate cost reports on a regular basis, including evaluation of earned value.
  • Define how to build and assure project forecast to account for all residual works in the Estimate to Complete (ETC) and the development of the Estimate at Completion (EAC) incorporating required supply‑chain information.
  • Provide subject‑matter expertise for Turner & Townsend and the client in all aspects of Cost Control.
  • Present performance recovery recommendations to relevant stakeholders and senior management to support effective decision making.
  • Support the development of Turner & Townsend Cost Control training material.
  • Lead on the preparation and presentation of Communities of Practice/Interest and Knowledge Shares.
  • Support the National Cost Control Lead in delivering Cost Control nationally.
  • Support recruitment activities to grow and develop the project controls capability.
Qualifications

Essential:

  • Extensive experience in a Lead Cost Control role with management responsibility.
  • Extensive experience of working within a project environment.
  • An intermediate to advanced level of Earned Value Management (EVM) understanding.

  • Familiarity with at least one Cost Control tool.
  • Familiarity with NEC contracts.
