  • Ensure procurement of services and packages is appropriate and cost‑effective.
  • Monitor and control spending, including bulk purchasing of placements and services.
  • Oversee contracts for SEND services, ensuring they are managed throughout their lifecycle.
  • Ensure services meet the needs of children and young people with SEND.
