Thepost holder will work closely with user departments, usually as part of aMulti-Disciplinary Team, in order to understand their need and interpretthese through to the appropriate commercial agreements.

Underthe direction of the Head of Contracts and Supply Chain Manager to beresponsible for matters relating to the Supply Chain route for productswithin the organisation.
Ensurethat the Trusts procurement is undertaken in accordance with theorganisations Best Practice and Financial Standing Instructions.
Managesthe introduction of new products and assists with the standardisationprogramme.
Promotethe use of a Materials Management service throughout the Trust, negotiate theservice provision with customers as appropriate and deploy the service asrequired.
Negotiatea range of contracts as agreed with the Head of Contracting providing BestValue across the range of products and services.
Theposition forms part of a small team of seven Whole Time Equivalents (WTE),providing purchasing support for a range ofmedical goods and services.
Whilstthere is no direct budget management the post holder will be expected tounderstand the Trusts budgeting process and the allocation of costmechanism.
Thepositions forms part of the Trusts Supplies Contracting Team providingpurchasing & contracting service for approximately £100m of annualisedspend across a range of non-medical goods and services.
Thedepartment is targeted with cash releasing targets in excess of £4m pa andthe post holder will be expected to significantly contribute in meeting thistarget.
Thepost holder will work closely with user departments, usually as part of aMulti-Disciplinary Team, in order to understand their need and interpretthese through to the appropriate commercial agreements.
Thepost holder will together with the Head and Deputy Head of Contracts ensurethat contractual coverage through the Supplies service increasesincrementally in order to deliver best value for the Trust.

Provisionof advice to internal stakeholders on best practice and value for money.
Inconjunction with other departments and Managers develop and implement systemsto monitor and report on the performance of the Supplies function aiming forcontinuous improvements.
Investigate,evaluate and implement alternative methods of supply in order to maximise thebenefit to the Trust in terms of quality and cost managing the total supplychain for products and services.
Assiststhe Head of Contracts and Supply Chain Manager with the effective managementof the Materials Management service, including implementation and on-goingsupport. Negotiates appropriate staff transfers to reflect work activitywithin the Materials Management process, to expand the service to otherproducts and functions.
Assistswith the implementation of Supplies policies where these relate to Logisticsand Materials Management and the provision of stock items to customers.
Itis expected that a significant reduction in the levels of inventory that theTrust currently holds can be achieved through a collaborative approachbetween purchasing and materials management. The post holder will workclosely with both areas of the department to identify opportunities.
Throughthe introduction of technology and Materials Management systems, segmentcustomers to provide an integrated demand management system. DemandManagement will reflect the total product requirement of Customersirrespective of the supply route.
Toparticipate in meetings with Clinical staff at all sites, for regular reviewsand to supply urgent medical products/data, when required
Identifythe needs of the organisation by analysis of the Oracle Purchase OrderProcessing system to identify procurement opportunities, and, working withinthe guidelines of the Trusts Standing Financial Instructions, negotiatecontracts for the supply of goods and services.
Isresponsible for Supply Chain selection and review of all wholesale products(£15m per annum). Assists in managing the interface and ensures that allother products are appropriately sourced to maximise supply chain benefits.Monitors the distribution routes available to the Materials Management teamto ensure the most appropriate service level is utilised in managing theTrusts total Supply Chain.
Identifynew products and suppliers to ensure the Trust is at the forefront oftechnology whilst maintaining value for money procurement.
Assistin the development and implementation of the computerised purchasing andinventory system.
Carryout research and contributes advice on the introduction of new products andensures that appropriate trials are undertaken and recorded and assist withthe standardisation programme.
