Job Description
Swindon Borough Council is seeking an experienced Assistant HR Business Partner to join the HR Operations team. This role provides vital HR support, advice, and guidance to managers and staff, helping to build strong working relationships and influence outcomes that align with both local and corporate objectives.
Key Responsibilities
- Provide advice and guidance on HR policies, terms and conditions, and employment legislation.
- Support, coach, and empower line managers in managing people issues (disciplinary, grievance, etc.).
- Liaise with trade union representatives on individual and collective issues.
- Screen vacancies and identify redeployment opportunities for employees.
- Undertake job evaluations using benchmarking data to ensure fairness and consistency.
- Provide HR data insights to senior stakeholders and maintain accurate casework records.
- Advise on recruitment and selection processes, ensuring compliance with council procedures.
- Contribute to HR policy development, projects, and briefing papers.
- Maintain professional development and keep up to date with HR policies and employment law.
- Represent HR Operations in meetings and working groups as required.
Candidate Requirements
- CIPD qualified (or working towards) with experience in complex organisations.
- Proven track record of providing clear, balanced HR advice and guidance.
- Experience working with senior managers on complex HR issues.
- Strong casework management experience (disciplinary, grievance, attendance, performance).
- Up-to-date employment law knowledge and ability to apply it in practice.
- Excellent communication skills (written and verbal).
- Strong analytical skills with the ability to interpret HR, financial, and performance data.
- Ability to challenge, influence, and build strong relationships at all levels.
- Awareness of equality, diversity, and inclusion (EDI) and ability to foster inclusive workplace practices.
Working Pattern
Full-time, 37 hours per week
Office‑based 2 days per week (one being Wednesday)
Flexibility to attend meetings on site as required
