Qualifications

  • Proven experience managing asbestos in social housing.
  • Strong working knowledge of CAR 2012, HSG264, HSG248, and wider health and safety legislation.
  • Experience managing contractors and delivering large-scale compliance programmes.
  • Membership in a relevant professional body (IOSH / BOHS / IEMA) is desirable.

Asbestos & Health and Safety Manager

£27 PAYE / £35 Umbrella (Inside IR35), 37 hours per week, Initial 6-month contract

An excellent opportunity has arisen for an experienced Asbestos & Health and Safety Manager to join a large local authority housing provider. This is a senior compliance-focused role responsible for leading asbestos management and wider health and safety compliance across council homes and communal areas.

You will act as the competent person under CAR 2012, providing expert technical leadership, ensuring full statutory compliance, and overseeing contractors delivering asbestos surveys, re‑inspections and remedial works. The role plays a key part in ensuring safe, high-quality housing and strong resident communication.

Responsibilities
  • Act as the competent person under the Control of Asbestos Regulations 2012 for the council's housing stock
  • Lead, develop and implement the Asbestos Management Plan (AMP) and associated policies in line with HSE guidance
  • Provide technical advice and support to internal teams on all asbestos-related matters
  • Ensure full regulatory compliance, including CAR 2012, CDM 2015 and HSAWA 1974
  • Maintain and manage an accurate Asbestos Register, ensuring surveys, re‑inspections and risk assessments are completed on time
  • Develop and deliver cyclical and planned programmes for asbestos surveys and remedial works
  • Scope asbestos surveys and remedial works, approve quotations and raise work orders
  • Review risk assessments, plans of work and post‑completion documentation
  • Monitor and manage external asbestos consultants and removal contractors, ensuring quality, safety and value for money
  • Undertake desktop and site‑based audits and quality inspections
  • Lead on internal and external audits, incident investigations, complaints and FOI requests relating to asbestos
  • Liaise with residents and third parties regarding asbestos risks and works
  • Report compliance performance, risks and incidents to senior leadership
  • Promote a strong health and safety culture across the organisation
Qualifications
  • Proven experience managing asbestos in social housing
  • Strong working knowledge of CAR 2012, HSG264, HSG248 and wider health and safety legislation
  • Experience managing contractors and delivering large‑scale compliance programmes
  • BOHS P405 (Management of Asbestos in Buildings) or equivalent – essential
  • NEBOSH General Certificate or equivalent (Diploma desirable)
  • Experience using compliance or asset management systems
  • Strong organisational, analytical and communication skills
  • Ability to work calmly and decisively under pressure
  • Commitment to resident engagement, probity and inclusive working practices
  • Membership of a relevant professional body (IOSH / BOHS / IEMA) – desirable
