Job summary

Elevate Projects Ltd in Wiltshire is seeking an Area Maintenance Surveyor to join the Asset Maintenance Team on an interim basis. You will oversee repairs, maintenance and the long-term condition of council assets.

The role requires a degree in housing surveying or building, professional registration (RICS/CIOB) or working towards it, plus strong knowledge of contracts, HSE guidelines and health and safety. Excellent communication, planning and project management skills are essential.

Qualifications

• A degree in housing surveying, building or a related field is required.
• Professional qualification or working towards it (RICS, CIOB) is preferred.
• Experience in housing/building maintenance and surveying or contract management is essential.
• Strong knowledge of contract forms (e.g., JCT), HSE guidelines and health and safety legislation.
• Excellent ICT skills and familiarity with asset management systems.

Responsibilities

• Provide technical advice on building maintenance and condition, identifying solutions to maintenance issues.
• Undertake surveys on stock condition and generate work specifications, commissioning resources to deliver those works.
• Liaise with tenants, external consultants, and suppliers to prepare specifications and drawings for aids and adaptations.
• Support the scoping and development of specifications and procurement of Asset Management contract services.
• Deliver repair, maintenance, and improvement works through contracts and in-house teams.
• Manage planned maintenance programmes, coordinating contractors and in-house teams.
• Carry out investigations, surveys, option appraisals, and design projects with budgeting and tender docs.
• Undertake Client Duties under the Construction (Design and Management) Regulations 2015.
• Provide guidance to other Area Surveyors and Repairs Surveyors.

Rate: £300 per day umbrella

About the Role:

We are seeking an Area Maintenance Surveyor to join the Asset Maintenance Team, responsible for the repairs, maintenance, and long-term condition of council assets, including homes, extra care schemes, communal facilities, garages, and void properties. You will provide technical advice on building and land assets, identify solutions to maintenance issues, and deploy resources to deliver those solutions. This role involves working towards improving energy efficiency to meet the Council's Climate Agenda, aiming to bring all housing stock up to an EPC level B.

Key Responsibilities:

• Provide technical advice on building maintenance and condition, identifying solutions to maintenance issues.
• Undertake surveys on stock condition and generate work specifications, commissioning resources to deliver those works.
• Liaise with Occupational Therapists, tenants, external consultants, and suppliers to prepare specifications and drawings for aids and adaptations.
• Support the scoping and development of specifications and procurement of Asset Management contract services.
• Deliver repair, maintenance, and improvement works through contracts and in-house Property Services Team.
• Manage planned maintenance programmes, coordinating and overseeing the work of contractors and in-house teams.
• Carry out investigations, surveys, options appraisals, and design projects, preparing budget estimates and tender documentation.
• Undertake Client Duties under the Construction (Design and Management) Regulations 2015.
• Provide advice, guidance, and support to other Area Surveyors and Repairs Surveyors.

Requirements:

• Educated to degree level or equivalent in housing surveying, building, or construction.
• Professionally qualified (or working towards) in RICS or CIOB, or HNC/NVQ level 5 in building construction/surveying.
• Significant experience in housing/building maintenance and surveying or managing building services contract management.
• Advanced knowledge of JCT TPC2005 form of Contract, HSE Guidelines, and understanding of HHSRS.
• Proven experience in building repair and maintenance, contract and contractor supervision.
• Excellent ICT skills, including Microsoft applications and Asset Management systems.
• Knowledge of Landlord and Tenant law, building regulations, and health and safety legislation.
• Strong communication, interpersonal, and presentation skills.
• Project management skills and experience.
