About the role

In this role, you will play a pivotal part in delivering Haringey Council’s housing investment programme, valued at up to £80 million per year. This involves providing strategic leadership across a diverse portfolio of housing capital investment projects, ensuring that initiatives are managed effectively and aligned with the council’s objectives. You will also oversee the administration of a long‑term Partnering Contract, making key decisions to ensure compliance with contractual terms while maintaining strong performance, financial monitoring, and reporting processes. Accuracy and timeliness of project documentation will be central to your responsibilities.

Alongside this, you will be accountable for the successful delivery of projects by managing contractors, service providers, consultants, and specialist advisors. Your role will ensure that contract conditions are met, budgets and schedules are adhered to, and all projects are delivered to the highest quality standards. A critical aspect of the position is leading a multi‑disciplinary team that includes project managers, resident liaison officers, specialist consultants, and contractor staff, fostering collaboration and efficiency to achieve the council’s annual housing investment goals.

About the team

The Housing Investment Delivery team, part of the Council’s Housing Asset Management service, plays a crucial role in ensuring the effective delivery of capital investment across the Council’s housing stock. With responsibility for programmes valued at up to £40 million annually, the team leads and manages housing investment projects in collaboration with service providers and multi‑disciplinary consultants to achieve successful outcomes.
In addition to programme delivery, the team provides essential surveying services, including pre‑ and post‑inspection surveys, clerk of works functions, and housing‑related occupational therapist assessments to support refurbishment programmes. They also deliver strong budget and contract management, alongside resident liaison services, ensuring that projects are completed efficiently, meet high standards, and maintain a clear focus on resident engagement.

About you

We are seeking an experienced professional with a strong educational and professional background, ideally holding a degree or equivalent experience in construction management, engineering, project management, or a related discipline. Professional certifications are highly desirable. The successful candidate will possess a deep understanding of Partnering Contracts, including PPC 2000, TPC 20025, and TAC‑1, and be able to work collaboratively with service providers and consultants to achieve mutually beneficial outcomes. A proven track record in delivering medium to large‑scale projects, typically valued between £1,000,000 and £20,000,000+, is essential.
In addition, the role requires in‑depth knowledge of local government regulations and compliance requirements in construction and housing, alongside a thorough awareness of current construction and safety legislation. A broad understanding of programme issues within the public sector housing environment is key. The ideal candidate will demonstrate strong contract management and negotiation skills, with the ability to resolve problems effectively and work closely with partners, consultants, contractors, and stakeholders to deliver agreed objectives.
