FACILITIES MANAGER

Carbon60 is recruiting an experienced Facilities Manager / Assistant Estates Manager (Shifts) to support and lead engineering maintenance across the Queen Elizabeth Hospital estate.

ROLE: Facilities Manager

PAY RATE: £23.77 - £27.93 per hour (PAYE)

CONTRACT TYPE: Fixed Term - November 2025 to 29th March 2026

LOCATION: Birmingham, UK

WORKING PATTERN: 4 on 4 off - 7AM-7PM / 7PM-7AM

THE ROLE

Carbon60 is recruiting an experienced Facilities Manager / Assistant Estates Manager (Shifts) to support and lead engineering maintenance across the Queen Elizabeth Hospital estate. This role ensures safe, compliant, and efficient operation of critical systems within a complex healthcare environment.

You will oversee shift-based engineering teams, deliver planned and reactive maintenance, ensure compliance with HTMs and contractual KPIs, and act as a key operational interface with NHS Trust stakeholders.

This position is central to maintaining essential services for University Hospitals Birmingham (UHB), the Mental Health Unit, and the wider retained NHS estate.

Key Responsibilities
  • Operational & Technical Leadership: Oversee and deliver site activity across a large, complex healthcare estate.
  • Manage shift operations, performance, and resource allocation across a 4-on-4-off pattern.
  • Ensure all PPM, testing, fault diagnosis, and reactive repairs are completed to HTM, statutory, and contractual standards.
  • Support Authorised Person/Competent Person activities (LV/HV/MGPS/Ventilation, etc.) as required.
  • Provide first-line incident response to emergencies, service failures, and non-compliance events.
Compliance & H&S
  • Ensure works comply with HTM guidelines, Health & Safety regulations, CDM, and Client's procedures.
  • Conduct Client's Management Safety Visits (MSVs), audits, and monthly compliance inspections (minimum 10%).
  • Manage inspections of tools, plant, access equipment, and first aid provisions to ensure safety and compliance.
  • Oversee preparation of accurate plant, asset, and condition data for lifecycle planning.
Team & Resource Management
  • Manage absence, shift cover, rotas, annual leave, and on-call coordination.
  • Validate timesheets, attendance, and performance records for engineering teams.
  • Support training and development to address skill gaps identified through audits.
  • Maintain safe, clean workshops and hold responsibility for stock checks and asset data.
Client & Stakeholder Management
  • Act as a key operational contact for UHB and BSMHFT stakeholders.
  • Support delivery of high-quality engineering services and ensure service continuity.
  • Provide professional support in sensitive clinical areas (Mortuary, ICU, A&E, Theatres, etc.).
Essential Requirements

Experience

  • Minimum 5 years management experience within NHS, PFI, or similar critical infrastructure environment.
  • Strong knowledge of engineering maintenance, healthcare estates, and HTM compliance.

Qualifications (One discipline required, but multi-discipline exposure is highly desirable)

Electrical Pathway
  • Indentured apprenticeship or equivalent
  • C&G electrical qualifications, such as: 236 Parts 1-3, 2360 Parts 1-3, 2330 Level 2 & 3 (Level 4 desirable), 2560 / 2357 Diploma, 18th Edition (BS 7671), C&G 2394 / 2395 Testing & Inspection
Mechanical Pathway
  • C&G Mechanical Engineering Level 2 & 3
  • C&G Pipefitting & Plumbing Level 2 & 3
  • Other relevant mechanical trade qualifications
Other Must-Haves
  • Demonstrable supervisory/management competence
  • Strong understanding of CAFM systems and digitised maintenance processes
  • Robust knowledge of H&S, CDM, compliance frameworks, and operational delivery
Desirable Qualifications
  • ONC / HNC / HND in Engineering
  • AP (Authorised Person) Certifications: MGPS / Ventilation / LV / HV / Mechanical, Confined Spaces AP, IPAF / MEWP, IOSH / NEBOSH, IWFM Certification, Degree or Masters in an engineering-related discipline, Minimum 5 years LV/HV experience
