Ministry of Justice in Exeter is recruiting for a full-time HEO waste management role to lead waste collection, disposal and recycling operations within a custodial environment. You will manage staff and external contractors, ensure safety compliance, and maintain documentation across incident and audit processes.

Responsibilities, Activities and Duties
  • Responsible for ensuring the correct processes for collection, disposal and recycling of waste are undertaken within agreed timescales, including hazardous materials
  • Source best value outcomes for all material streams including non-value waste and recyclable commodities, such as paper, metals, oils and plastics
  • Check all waste materials removed from site are recorded in terms of weights, costs, revenues
  • Manage, monitor and maintain various types of transport/equipment relating to the area of work including forklift truck, compost unit, baler, compressor, power tools
  • Manage and direct staff on how to dispose of office and electrical products, and make sure that other equipment is disposed of in the most appropriate way
  • Encourage and provide general advice and guidance to staff on how to manage waste more effectively
  • Escort external contractors when required, working with and supervising them when they are in the establishment
  • Ensure that all staff supervise, manage and control prisoners decently, lawfully, safely and securely whilst carrying out all activities
  • Be responsible for incident management documentation and logging onto the Incident Reporting System (IRS)
  • Ensure actions arising from Standard Audit, HM Inspectorate of Prisons (HMIP) Action Plans, Managing Quality of Prison Life (MQPL) surveys including local selfaudit action plans and resettlement strategies are delivered
  • Ensure all HMPPS standards and Service Delivery Indicator (SDIs) are implemented and managed within the relevant work area
  • Ensure all national and local policies/procedures are implemented and compliant with National Security Framework (NSF) and Local Security Strategy (LSS)
  • Attend as directed any relevant boards/meetings
  • Provide management and direction to staff within your area of responsibility through briefings, building informal and formal relationships and effective communication
  • Produce relevant reports as required and ensure all correspondence is replied to within agreed timescales
  • Manage resources to deliver the activities within the area of responsibility and contribute to the short-to-medium term business planning process
  • Manage a safe working environment for staff, prisoners and visitors. Ensure Health and Safety legislation is followed ensuring Safe Systems of Work (SSOW) and risk assessments are completed in a timely manner and any faults reported promptly
  • Contribute to prisoner reports including sentence planning and parole reports when required

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre‑employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job‑sharing working patterns, where they meet the demands of the role and business needs. All applications for part‑time, flexible and job‑sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.

Annual Leave

The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro‑ratio basis and you will be advised of your actual entitlement on appointment. If you were appointed internally and your leave was previously calculated in days, this will continue to be the case.

Bank, Public and Privilege Holidays

You are entitled to 9 days (66 hours 36 minutes) in recognition of bank, public and privilege holidays. These hours are added to your annual leave allowance. There is a requirement to work some public and bank holidays subject to your shift pattern and the operational needs of the establishment.
