About the Role:
The HSE Manager will provide both leadership and operational oversight across a portfolio of Hv Sub-station construction projects. This role is responsible for ensuring consistent HSE standards, full regulatory compliance, and driving continuous improvement across all sites.
The HSE Manager will lead, mentor, and support HSE Advisors on individual projects, champion proactive risk management, and work closely with delivery teams to foster and maintain a strong safety culture throughout all phases of the project lifecycle from construction and commissioning through to final handover.
Key Responsibilities:
- Provide HSE governance across multiple Hv Sub-station projects, ensuring consistent application of company policies and client requirements.
- Conduct regular site audits, inspections, and performance reviews to monitor compliance and identify improvement opportunities.
- Track HSE KPIs, trends, and leading indicators across the portfolio; prepare monthly and quarterly reports for senior management.
- Act as the primary support and escalation point for project-based HSE Advisors.
- Provide coaching, mentoring, and technical guidance on risk assessments, method statements (RAMS), incident investigations, and regulatory compliance.
- Facilitate knowledge-sharing and standardisation across the HSE team.
- Ensure all projects comply with relevant Finnish legislation and client-specific standards.
- Review and approve RAMS, high-risk work permits, and contractor safety documentation.
- Lead or support risk workshops, design reviews, and constructability assessments.
- Lead or oversee incident investigations, root cause analyses, and corrective action tracking.
- Implement portfolio-wide learning initiatives based on incident trends and audit findings.
- Develop proactive safety programmes to enhance behavioural safety and operational controls.
- Collaborate closely with project managers, construction leads, commissioning teams, and client representatives to embed HSE best practices.
- Participate in client meetings, coordination sessions, and safety forums as the portfolio HSE representative.
- Support onboarding and mobilisation of new contractors to ensure alignment with project HSE expectations.
- Maintain accurate records for audits, inspections, training, and incident reporting.
- Support implementation and continuous improvement of the company’s HSE management system.
- Ensure HSE Advisors maintain high-quality documentation on each project.
- People Management:
- Lead, coach, and develop HSE Advisors across assigned projects, ensuring clear expectations, consistent standards, and strong project ownership.
- Conduct regular one-to-one check-ins with HSE team members to review workload, site challenges, performance, development needs, and support requirements.
- Promote a collaborative and proactive safety culture by encouraging knowledge sharing, lessons learned, and consistent communication across projects.
- Support performance management by recognising strong performance, addressing gaps early, and ensuring team members are supported with appropriate training, mentoring, and resources.
Key Requirements:
- Degree or vocational qualification in Occupational Safety, Environmental Management, Engineering, or a related discipline.
- Recognised HSE qualification (e.g, NEBOSH)
- 10 + years’ HSE experience within construction, industrial, or mission-critical environments (Hv Substation experience advantageous).
- Strong knowledge of Finnish HSE legislation and regulatory standards.
- Proven experience supporting or managing HSE teams across multiple concurrent projects.
- Fluency in English verbal and written
