With nearly three decades of experience, NTU has implemented more than 1,100 international projects across engineering, policy, economics, and social sectors. We are currently seeking a Ph.D.-level Transport Sector Researcher to support our work under a new framework contract with DG MOVE (Directorate-General for Mobility and Transport, European Commission) on socio‑economic and technical studies in the field of Transport.

Position Summary

We are looking for an experienced researcher with a strong academic and analytical background in transport, mobility, or related policy fields, interested to work on studies under the Directorate-General for Mobility and Transport of the European Commission. The expert will contribute to assignments supporting the development, evaluation, and implementation of EU transport and mobility policies, including thematic studies, policy evaluations, impact assessments, and consultation activities across all transport modes and policy domains.

This is a part‑time, consultancy‑based role, ideal for a research‑oriented professional seeking to apply academic expertise in a policy and consulting context.

Key Responsibilities
  • Conduct research and analysis on EU transport and mobility policy areas.
  • Support evaluations and impact assessments, including evidence collection and synthesis.
  • Participate in “reality checks” and stakeholder consultations with industry practitioners.
  • Draft and review analytical and technical reports for DG MOVE assignments.
  • Contribute to NTU’s methodological development and data analysis related to EU transport initiatives.
  • Collaborate with NTU’s project managers and international experts across the EU and associated countries.
Areas of Work

Assignments may cover, but are not limited to, the following policy domains :

  • Internal Market: Air services, maritime services, rail liberalisation, intermodal freight transport.
  • Safety and Security: Aviation and maritime safety, road safety, active mobility, and accident investigation.
  • Social and Equality Issues: Passenger rights, training of seafarers, labour conditions, and sectoral attractiveness.
  • Environmental Imperatives: Alternative fuels infrastructure, FuelEU Maritime, ReFuelEU Aviation.
  • Digitalisation: Intelligent Transport Systems, electronic freight information, mobile licences and certificates.
  • Competition and Regulation: Public service obligations and competition rules in transport.
  • Economic and Legal Analysis: Transport economics, finance, statistics, modelling, and EU / international transport law.
  • External Relations: Investment, connectivity, regulatory coordination, EU enlargement, and global transport cooperation.
Qualifications and Skills
  • Ongoing or completed Ph.D. in Transport Studies, Economics, Engineering, Law, Political Science, or related disciplines.
  • Proven research experience in EU transport and mobility policy or related areas.
  • Strong analytical, writing, and presentation skills.
  • Experience with policy evaluation and impact assessment methodologies is a strong asset.
  • Familiarity with EU institutions, legislation, and policy frameworks in the transport sector.
  • Ability to work independently and meet deadlines within a consulting environment.
  • Excellent command of English (C1 or higher); knowledge of French or another EU language is an asset.
