Are you a strategic and results-driven professional with a passion for urban mobility and a proven track record in offer management?

Our client, a pioneering leader in sustainable urban mobility, is seeking an experienced Offer Director to join his Business Development department in Barcelona.

The Offer Manager is responsible for leading the development, and validation of the technical, commercial, and economic solution for all assigned public tenders.

As the final owner of the offer’s content, this role ensures that every proposal is competitive, operationally feasible, financially sound, and aligned with the company’s strategic objectives.

The Offer Director collaborates closely with the Development Director, Tender office, Operations and Finance to create a compliant solution based on a deep understanding of local conditions, regulations, and tender requirements.

The role also interacts with technical, commercial, and political authorities to gather essential information and align solutions with real operational needs.

Responsibilities
  • Act as the final owner of the technical, economic, and commercial solution for assigned tenders.
  • Lead the development of the operational scheme, service model, and technical specifications of the offer.
  • Validate the feasibility, scalability, and competitiveness of each proposal.
  • Define all technical, economic, and operational content, while the Tender Office prepares, writes, and formats the final tender document.
Technical & Operational Design
  • Define the operational scheme of the service with the Operations Department.
  • Align pricing strategies with Finance to ensure margin and profitability objectives are met.
  • Prepare the operational project sheets, including CAPEX, OPEX, productivity assumptions, and risk assessments.
  • Develop detailed financial models (CAPEX, OPEX, cost structures, P&L).
  • Ensure economic proposals meet P&L and profitability targets.
  • Develop the business plan using and improving existing financial tools.
Stakeholder & Authority Engagement
  • Engage with commercial, technical, and political authorities to gather project information and clarify requirements.
Cross-functional Interaction
  • Collaborate closely with the Development Director, Tender Office, Operations, and Finance departments to ensure full alignment between proposal design, technical feasibility, and strategic goals.
  • Provide all technical and economic inputs to the Tender Manager for formatting and submission.
Position Requirements
Must-Have Qualifications
  • Proficiency in English.
  • Extensive experience in similar roles, specifically managing tenders and coordinating cross-functional teams (e.g., Development Director, Tender Office, Operations, Finance) to ensure compliance and quality throughout the proposal process.
