Cigna Healthcare, a division of The Cigna Group, is seeking a highly organised HR Compliance Specialist to support regulatory competence requirements across populations and ensure FSMA/IDD compliance. You will coordinate onboarding, monitoring, reporting, governance activities, and audit support within a regulated environment.

  • Bachelor’s degree in HR, Business Admin, Law, Compliance, Finance, or related field.
  • Experience in HR Operations, Compliance Administration, Regulatory Governance, Audit Support, Risk Management.
  • Experience in regulated environments (financial services, insurance, healthcare).
  • Strong record management and attention to detail.
  • Knowledge of FSMA, IDD, FCA, MiFID or equivalents is desirable.

Responsabilidades

  • Managing and maintaining an accurate inventory of employees subject to regulatory competence requirements.
  • Coordinating onboarding activities for individuals entering regulated roles, ensuring all required qualifications, certifications, and supporting documentation are completed and recorded.
  • Monitoring employee lifecycle changes, including transfers, promotions, leave of absence, and departures that may impact regulatory status.
  • Maintaining compliance records and documentation, including qualifications, examination results, CPD records, integrity documentation, and supervision records.
  • Monitoring certification requirements, training deadlines, document validity, and regulatory obligations, proactively following up on outstanding actions.
  • Partnering with employees, managers, Compliance, Learning & Development, and HR teams to resolve compliance gaps and ensure timely completion of requirements.
  • Tracking exceptions, remediation plans, overdue actions, and compliance risks, escalating concerns where appropriate.
  • Producing compliance dashboards, management reports, certification reporting, and governance committee materials.
  • Supporting internal audits, regulatory reviews, compliance testing activities, and remediation efforts.
  • Maintaining accurate audit-ready records and evidence that demonstrate compliance with regulatory competence requirements.
  • Identifying opportunities to improve processes, strengthen controls, improve data quality, and support automation initiatives.

About The Role

We are seeking a highly organised and detail-oriented HR Compliance Specialist to join our team. In this role, you will be responsible for supporting and administering professional competence requirements across regulated populations, ensuring compliance with regulatory frameworks including FSMA and IDD.

Working closely with HR, Compliance, Learning & Development, business leaders, and line managers, you will act as a central point of coordination for onboarding, compliance monitoring, reporting, governance activities, and audit support. This is an excellent opportunity for someone who enjoys working in a highly regulated environment, managing complex compliance processes, and driving operational excellence.

You’ll Be Responsible For:
  • Managing and maintaining an accurate inventory of employees subject to regulatory competence requirements.
  • Coordinating onboarding activities for individuals entering regulated roles, ensuring all required qualifications, certifications, and supporting documentation are completed and recorded.
  • Monitoring employee lifecycle changes, including transfers, promotions, leave of absence, and departures that may impact regulatory status.
  • Maintaining compliance records and documentation, including qualifications, examination results, Continuing Professional Development (CPD) records, integrity documentation, and supervision records.
  • Monitoring certification requirements, training deadlines, document validity, and regulatory obligations, proactively following up on outstanding actions.
  • Partnering with employees, managers, Compliance, Learning & Development, and HR teams to resolve compliance gaps and ensure timely completion of requirements.
  • Tracking exceptions, remediation plans, overdue actions, and compliance risks, escalating concerns where appropriate.
  • Producing compliance dashboards, management reports, certification reporting, and governance committee materials.
  • Supporting internal audits, regulatory reviews, compliance testing activities, and remediation efforts.

What You’ll Bring to the Role:
  • Bachelor’s degree in Human Resources, Business Administration, Law, Compliance, Finance, or a related field.
  • Previous experience in HR Operations, Compliance Administration, Regulatory Governance, Audit Support, Risk Management, or a similar discipline.
  • Experience working within a regulated environment such as financial services, insurance, healthcare, or another compliance-focused industry.
  • Strong record management and administration skills with exceptional attention to detail.
  • Experience coordinating activities across multiple stakeholders and managing competing priorities.
  • Knowledge of regulatory frameworks such as FSMA, IDD, FCA, MiFID, or equivalent is highly desirable.
  • Strong analytical and reporting skills, including advanced Excel capabilities.
  • Experience using HR systems such as Workday, Learning Management Systems, and SharePoint.
  • Experience producing dashboards, management reporting, and compliance metrics.
  • A proactive, organised, and solution-focused mindset with a commitment to continuous improvement.
  • Experience supporting audit reviews, governance committees, or regulatory inspections.
  • Knowledge of process automation, reporting tools, or AI-enabled solutions.
  • Experience implementing process improvements and strengthening operational controls.
  • Professional compliance, governance, HR, or risk-related qualifications.
