ACCIONA is seeking a senior professional to support the development of national and international transmission line projects under PPP schemes. You will coordinate technical, financial, environmental and legal inputs to build competitive bids.

You will plan bid schedules and budgets, manage multiple internal areas and external partners, review tender documents, and respond to RFIs/Q&As, ensuring quality and compliance throughout the process.

Formación

• 10–20 years in managing concession or infrastructure tenders.
• Experience with public procurement processes.
• Knowledge of transmission development and bid structuring.
• Experience in bid budget control.
• Strong executive communication skills.

Responsabilidades

• Plan and manage the bid plan with schedules, responsibilities, and deliverables.
• Coordinate technical, environmental, legal, and financial components into the proposal.
• Ensure compliance of tender documents and review documentation.
• Establish partnerships with internal teams and external partners.
• Coordinate with partners to deliver information and documentation with quality.
• Control bid preparation budget and authorize extraordinary expenses as needed.
• Prepare RFIs and Q&A for the contracting authority and manage responses.
• Validate key technical, social, land, environmental and financial sections.
• Manage presentation and defense schedules before contracting authority.
• Identify and mitigate tender risks and document lessons learned.

Job Description Mission

Coordinate the preparation of competitive bids for tender transmission processes, ensuring that each meets the established formal and strategic requirements. Manage the work of multiple internal areas and external partners to integrate the technical, financial and legal components of the proposal. Maintain strict control over the bid schedule and budget, ensuring efficiency and quality throughout the process. Act as the operational liaison with the contracting authority, managing inquiries, clarifications and presentations.

Responsibilities

• Plan and manage the bid plan, setting schedules, responsibilities and deliverables for each phase of the tender.
• Coordinate the various areas involved (technical, O&M, environmental, social, land financial, legal, ESG), ensuring content is coherently integrated into the bid.
• Review tender documentation and develop the compliance checklist, ensuring all formal and technical requirements are met.
• Establish partnerships.
• Coordinate with partners and contractors on the delivery of information and documentation, verifying quality and consistency.
• Control the bid preparation budget, optimizing resource use and approving extraordinary expenses when necessary.
• Supervise the preparation of RFIs/Q&A to the contracting authority, consolidating questions and managing official responses.
• Validate key technical, social, land, environmental and financial sections of the proposal, ensuring alignment with the bid strategy.
• Manage the schedule of presentations and defenses before the contracting authority, coordinating material preparation and speaker training.
• Identify and mitigate risks during the tender process, such as changes in requirements, competition, or deadlines.
• Participate in post-tender evaluations, documenting lessons learned and improvement opportunities for future bids.

Required Skills and Competencies

• Education: Engineering, Economics, or Business Administration; master’s degree desirable.
• Experience: Between 10 and 20 years in managing concession or infrastructure tenders.
• Skills: Team coordination, project management, executive communication.
• Specific knowledge: Public procurement processes, Transmission development, bid structuring, tender budget control.
• Languages: English C1.
