Training
  • Master's degree in computer science, EPF engineering diploma or equivalent.
  • Project management certification preferred (e.g. HERMES, PMP, Prince2 Practitioner, IPMA C/B/A).
Core competencies
  • At least 6 years’ experience in managing multidisciplinary projects.
  • Mastery of project management techniques and tools, planning and financial monitoring tools, risk analysis and project quality management.
  • Expertise in project portfolio management and associated tools (MS Project), including mastery of a project management methodology repository (e.g. Hermes, PMI, Prince2, or IPMA).
  • Simultaneous management of several projects (HERMES a plus) within a company or government organization.
  • Ability to articulate clear, synthetic project mandates that align teams and stakeholders with the objectives to be achieved.
  • Ability to develop project roadmaps to achieve objectives.
  • Ability to structure, mobilize and coordinate project teams to carry out the tasks required to achieve objectives.
  • Ability to identify, gather, structure and convey essential information to internal and external stakeholders.
  • Ability to communicate with internal and external stakeholders, and in particular to maintain a climate of trust by taking needs/feedback into consideration and adapting one’s discourse according to the interlocutor.
  • Ability to communicate appropriately to different audiences and articulate complex concepts simply.
  • Ability to federate project teams and stakeholders to obtain sustainable decisions.
  • Ability to negotiate with internal and external teams to meet needs and help achieve objectives.
  • Experience of managing development projects in an agile environment involving several teams.
  • Ability to work in a team and share knowledge.
  • Ability to identify, prioritize and mitigate opportunities and risks, and to assess and discuss project portfolio commitments with stakeholders.
  • Certification and/or successful experience in organizational change management.
  • Ability to structure, coordinate and conduct collaborative workshops, including online.
  • Successful experience with the State of Geneva and knowledge of OCSIN tools, methods and processes (especially project management) (e.g. JIRA, SharePoint).
  • Relational, communication and conflict management skills.
  • Analytical and problem-solving skills.
  • Ability to rapidly gain knowledge of technical (EDM/database migration), functional (improvements/upgrades) and business (value creation, regulatory/legal adaptations) project issues.
  • Autonomy, ability to take initiative.
Optional skills
  • Be certified as a Scrum Master or Product Owner.
  • Knowledge of Service Now low code.
  • Successful experience with the State of Geneva.
  • Experience in public administration.
