• Mission

We’re seeking a Senior IT Delivery PMO Manager to enhance and run delivery governance across multiple programs and projects. You will standardize methods, manage cross-team dependencies, and lead an onshore/offshore model to deliver on time and on budget with quality. The role requires hands-on reporting using SQL and Power BI to produce accurate, actionable dashboards for leadership

• Main responsibilities

• Delivery Governance and Standards

  • Define, evolve, and enforce delivery frameworks (Agile, hybrid, SDLC), stage gates, templates, and quality criteria.

  • Implement baselines and variance management for scope, schedule, and cost.

  • Maintain delivery playbooks, RACI, and onboarding for PMs/Scrum Masters across onshore/offshore teams.

• Planning, Scheduling, and Dependencies

  • Establish integrated master schedules and release plans; manage cross-team dependencies and critical paths.

  • Facilitate PI/quarterly planning with demand intake handoffs to delivery teams.

• Delivery Assurance and Reporting

  • Define and Track KPIs/OKRs for delivery health (schedule adherence, burn, velocity, defect density, escaped defects, SLA attainment).

  • Build and maintain automated Power BI delivery dashboards; integrate data from Jira/Azure DevOps, time tracking, and finance.

  • Ensure accurate, timely status reporting; drive root-cause analysis and corrective actions.

• Capacity Utilization Tracking and Governance

  • Define utilization standards and taxonomies (direct vs. indirect time, project vs. KT/BAU vs. support); set target bands by role and seniority.

  • Implement time-tracking compliance and quality checks; manage policy exceptions (holidays, PTO, training, ramp-down).

  • Monitor utilization at individual, team, vendor, and portfolio levels; drive corrective actions for under/over-utilization (rebalancing, backlog grooming, cross-skilling).

• Risk, Issue, and Change Management

  • Operate a rigorous RAID process with heatmaps and escalation paths; maintain mitigation and contingency plans.

  • Manage change control and traceability from intake to deployment; enforce scope discipline.

  • Ensure compliance with security, data governance, SDLC, and audit requirements.

• Financials and Vendor Management

  • Track delivery budgets, forecasts, and burn (CapEx/OpEx); partner with Finance on month-end close and accruals.

  • Identify cost and productivity improvements (tooling, automation, standardization).

  • Update financial systems and ensure consistency across all PMO toolsets.

• Stakeholder Management and Communications

  • Facilitate exec readouts on delivery status, risks, and release readiness; present options and recommendations.

  • Partner with Business Change, Architecture, Delivery Support and IT Management to align on priorities and release criteria.

  • Drive adoption of delivery metrics and continuous improvement programs.

• Education & Certifications

• Bachelor’s degree in Information Systems, Business, Finance, Engineering, or related field; advanced degree a plus.

• Preferred: PMP and/or PgMP; Agile certifications (PSM/CSM, SAFe Agilist/SPC); Power BI or SQL certifications are a plus.

• ITIL Foundation or equivalent service management knowledge beneficial.

• Technical Skills

• SQL

  • Read, troubleshoot, and update SQL queries for delivery/reporting datasets.

  • Proficiency with joins, aggregations, CTEs, window functions; exposure to performance tuning basics.

  • Experience with SQL Server/Azure SQL, Oracle, or PostgreSQL; familiarity with views and stored procedures.

• Power BI

  • Build end-to-end delivery dashboards: connect to Jira/Azure DevOps/SQL, model data, create DAX measures, drill-through.

  • Implement row-level security, dataflows, scheduled refresh, and workspace governance.

  • Design executive-ready storytelling (milestones, burnup/burndown, throughput, defect trends).

• Delivery Tooling & Data

  • Experience with Jira, Confluence, Azure DevOps, Tempo and CI/CD release calendars.

  • Basic ETL/ELT and data quality practices; Advanced Excel (Power Query, pivots).

• Languages - Fluent in English is mandatory and fluency in French is beneficial
