Position Overview:

The Manager, Procurement Cost Engineering/Design to Value (DTV), leads a team of engineers responsible for developing robust cost-engineering benchmarks, delivering detailed supplier price and cost analytics, and enabling fact-based negotiation strategies across Supply Chain Procurement. The role focuses on precision plastics, including drug-delivery systems and single-use technologies, and/or packaging.

Key Responsibilities:
  • Partner with Supply Chain Procurement leadership to build, prioritize, and maintain the cost-modeling pipeline, ensuring alignment with business needs and category strategies.
  • Leading a team of engineers (internal and/or contract) to on‑board, train, manage priorities, and ensure continuous alignment to standard methods
  • Collaborate with technical partners, including MSAT and PES, to obtain the material and process specifications required for should‑cost modeling. Translate these inputs into clear requirements for cost‑modeling engineers, then review and present completed cost‑model reports to Supply Chain category and technical teams.
  • Develop cost‑gap analyses comparing should‑cost models with supplier cost transparency to identify negotiation opportunities and prioritize continuous‑improvement initiatives.
  • Supporting Supplier Relationship Managers through ad‑hoc analysis of price increase requests and contract terms
  • Support market‑engagement events by designing supplier questionnaires and cost‑transparency templates and by conducting detailed bid analyses to inform sourcing decisions.
  • Develop and refine material and product cost structures to support market‑movement forecasting, budgeting, and supply‑disruption analysis.
  • Equip Procurement category teams with fact‑based negotiation strategies, cost insights, and supporting analysis for supplier discussions.
  • Build cost‑engineering capability across Supply Chain Procurement and business partners by delivering training on should‑cost principles, supplier cost transparency, supplier financial analysis, and related negotiation applications.
  • Perform related duties as assigned by supervisor
  • Maintain compliance with all company policies and procedures

Leadership Capability: Proven ability to lead technical teams, influence stakeholders, and foster a culture of accountability, collaboration, and excellence.

Qualifications
Required:
  • A minimum of 8 years of relevant experience in engineering, manufacturing, procurement, cost engineering, or a related technical field is required, including demonstrated experience leading technical teams or complex cross‑functional programs.
  • Bachelor's degree in engineering, biological sciences, or a related technical discipline is required; an advanced degree is preferred.
  • Extensive and varied experience in manufacturing precision plastics and/or packaging, preferably in a pharmaceutical or medical device environment:
  • Detailed understanding of manufacturing process flows, cycle times, and yields
  • Experience specifying, purchasing, validating/commissioning, and supporting manufacturing equipment and process lines
  • Knowledge of clean room operations
  • Knowledge of utility systems in support of manufacturing
  • Experience with material types such as precision plastics; elastomers; laminates; glass; and polymer-, foil- and/or paper‑based packaging
  • Experience leading a team of engineers or other technical staff and managing priorities and workloads, with demonstrated people‑leadership and facilitation skills
  • Excellent analytical skills, with the ability to identify gaps and root causes, challenge assumptions and methods, and develop practical solutions to complex problems.
  • Demonstrated ability to influence decision‑makers and value‑chain partners and to embed best practices in cost engineering, analytics, supplier transparency, and negotiation.
Preferred:
  • Lean Six Sigma Green Belt or Black Belt preferred
  • Strong project and program management skills
  • Strong financial/accounting and analytical skills
  • Ability to handle multiple tasks and adapt quickly to changing requirements
  • Ability to work within a matrix organization
  • Excellent interpersonal skills, as well as professional demeanor, to align with value chain stakeholders/partners and interact with external suppliers
  • Excellent verbal and written communication skills, including ability to effectively organize and communicate detailed models and data analysis to internal and external customers
  • Advanced proficiency in Microsoft Excel and experience using collaborative engineering, analytics, or cost‑modeling platforms.
  • Strong ability to read and analyze engineering specifications and drawings
  • Project management certification a plus
