Job summary

Softline Technology Inc. in Ontario seeks a Senior UX Designer to lead end‑to‑end UX for the Common Compliance Management Platform (CCMP). You will conduct research, create personas and journeys, and validate designs with stakeholders across OPS ministries.

You will apply AODA/WCAG standards, develop service blueprints, wireframes, and prototypes, and collaborate in an Agile environment to ensure user needs guide product decisions.

Qualifications

  • 5+ years of experience leading human‑centered UX research and design for complex digital products and services.
  • Experience planning and conducting user research activities and translating findings into actionable design recommendations.
  • End‑to‑end UX design leadership from discovery to delivery with artifacts like personas, journeys, service blueprints, IA, wireframes, mockups, prototypes.
  • Knowledge of accessibility standards (AODA/WCAG) and applying them to digital solutions.
  • Experience supporting architecture design and business case development.

Project Overview

Ontario’s 19 regulatory ministries, supported by over 3,500 frontline staff, deliver essential compliance services such as licensing, inspections, monitoring, investigations, and enforcement to protect the health, safety, and well‑being of Ontarians. However, these ministries currently rely on fragmented and aging IT systems that are duplicative, costly and hinders the government’s ability to share data, assess risk, and deliver consistent user experiences.

To address these challenges, Regulatory Compliance Ontario (RCO), the Ontario Ministry of Agriculture, Food and Agribusiness (OMAFA), and the Land and Resources I+IT Cluster (LRC) are leading the development of a Common Compliance Management Platform (CCMP). This enterprise initiative aims to define a standardized, modular, and composable technology solution for regulatory compliance services across the Ontario Public Service (OPS).

The CCMP will align with the OPS Target State Architecture and support a more integrated, scalable, and user‑centered approach to compliance service delivery.

Role Overview

Building upon the comprehensive enterprise discovery work already completed, the Senior User Experience (UX) Designer will lead end-to-end UX design activities for the Common Compliance Management Platform (CCMP), transforming business requirements, user insights, and service needs into intuitive, accessible, and user‑centered digital experiences. Working across multiple OPS ministries, the role will lead user research, stakeholder engagement, usability testing, and design validation activities, translating findings into design artifacts such as customer journey maps, service blueprints, information architecture, wireframes, and prototypes. Working within an Agile delivery environment, the Senior UX Designer will collaborate with product owners, business stakeholders, architects, developers, and cross‑functional teams to ensure business needs and end‑user feedback are incorporated throughout the product lifecycle, while providing strategic leadership in UX strategy, service design, accessibility, and continuous improvement to support successful adoption and delivery of CCMP services. This role serves as the UX subject matter expert, providing advisory services and design leadership to ensure the CCMP platform delivers consistent, accessible, and high‑quality digital experiences for internal OPS staff, businesses, and citizens.

Key Responsibilities
  • Lead end‑to‑end UX design activities across the product development lifecycle, including discovery, research, design, prototyping, testing, beta validation, implementation, and continuous improvement to ensure project objectives, schedules, and quality standards are achieved.
  • Plan and conduct user research and stakeholder engagement activities, including interviews, workshops, surveys, and usability testing, and translate findings into personas, customer journey maps, service blueprints, user flows, wireframes, mockups, and prototypes.
  • Design intuitive, accessible, and user‑centered digital experiences by applying UX/UI best practices, human‑centered design principles, AODA/WCAG requirements, and the Ontario Design System to create effective and visually appealing solutions.
  • Collaborate with product owners, business stakeholders, and cross‑functional Agile teams to align user needs with business objectives, incorporate end‑user feedback, and deliver integrated end‑to‑end digital solutions that improve service outcomes.
  • Develop UX strategies and provide expert advisory services on digital experience, service design, usability, and performance measurement, ensuring solutions meet client needs, support business priorities, and enable successful adoption.
Experience Requirements
UX Research and Design skills – 50%
  • 5+ years of experience leading human‑centered UX research and design for complex digital products and services.
  • Demonstrated experience planning and conducting user research activities, including interviews, workshops, surveys, usability testing, and stakeholder consultations, and translating findings into actionable design recommendations that support improved usability, accessibility, and measurable service outcomes.
  • Proven experience leading end‑to‑end UX design activities from discovery through delivery, including creation of personas, user journeys, service blueprints, information architecture, user flows, wireframes, mock‑ups, and interactive prototypes, etc., that aligned to Ontario Design System https://designsystem.ontario.ca/, and accessibility requirements.
  • Experience establishing and applying UX metrics, performance measures, and continuous validation practices to evaluate and improve digital services
  • Support the solution architecture design, Options Analysis, and Treasure Board business case development.
Service Design, Accessibility & Digital Delivery Skills – 20%
  • 3+ years experience in Service Design and Digital Product Delivery.
  • Demonstrated experience applying human‑centered and evidence‑based design methods to solve complex business and user experience challenges.
  • Hands‑on experience developing and iterating wireframes, prototypes, and proof‑of‑concepts using Figma or equivalent UX design tools.
  • Demonstrated knowledge and experience implementing accessibility standards, including AODA and WCAG requirements.
  • Experience supporting product and service design initiatives through user‑centered design methodologies, journey mapping, prototyping, and design validation.
  • Experience contributing to UX strategies, service standards, and digital experience improvements across multiple user groups and business domains.
Communication, Stakeholder Engagement & Advisory Skills (15%)
  • Strong analytical, problem‑solving, facilitation, and decision‑making skills, with the ability to communicate complex UX concepts clearly to technical and non‑technical audiences.
  • Proven experience leading stakeholder workshops, gathering requirements, building consensus, and managing competing priorities across diverse groups.
  • Demonstrated ability to provide strategic advice, reporting, and recommendations while collaborating effectively with project teams, business stakeholders, and senior leadership to achieve project objectives.
Agile Delivery and Public Sector Experience (15%)
  • Experience working in Agile, Scrum, Lean, or DevOps environments, managing user stories, sprint planning, backlog refinement, and user acceptance activities.
  • Proven ability to collaborate with cross‑functional teams across the full product lifecycle, from discovery and design to testing, validation, and implementation.
  • Hands‑on experience with Azure DevOps (or similar tools) and involvement in public sector, government, or large‑scale digital transformation initiatives, including application of digital service standards.
