Job Function
To supervise staff in the design, development and production of training resource materials for centralized and decentralized training programs used by supervisory, clerical, technical and trades staff involved in the generation, transmission and distribution of electricity. Clients for resource materials are primarily within Regions Branch but also include the Municipal Electric Association of Ontario, other corporate clients and external utilities. Prepare and administer the Unit's work program including budget preparation and tracking, equipment/material purchasing and processing/monitoring.
General Accountabilities
- Operate and administer a work program to develop, maintain and deliver training programs on some aspects of the tasks performed by technical and trades staff, trades management supervisors and M&P staff relating to the generation, transmission, distribution and retailing of electricity. Develop new information resources by applying training theory, technical resources, directives, standards, policies and regulations. Involves working with project teams, clients, technical specialists, suppliers, and internal and external consultants to prepare written documents and reports, analyze performance problems and training requirements, and make recommendations for new or revised programs, methods, training manuals and reference materials. Ensure efficient operation of training programs by scheduling, budgeting, preparing special reports and projects, purchasing, ensuring cost and control effectiveness, and the like.
- Through consultations with clients, and the application of various analysis techniques, make decisions with respect to improving staff performance, ie, examine capabilities, identify performance problems and causes, and determine the best solution (eg, training and/or job aids, if problem is a skill deficiency). Make decisions regarding "who" should be trained to perform "what" tasks (ie, self-development formal instruction; audio-visual package); "where" the learning should take place (ie, at learner's work location or at a central facility); "when" the learning should take place (ie, at which level of an apprenticeship, and for what duration). Liaise with clients, to ensure that training objectives are relevant to the on-the-job requirements of staff. Collaborate with clients in conducting task analyses to establish program content as it pertains to performance of the job. Obtain client support for new and revised training methods and programs.
- Formulate performance objective and criterion tests for all training modules. Determine how tests will be made and how field assignments will be monitored. Monitor training results through various evaluation activities and assess degree of achievement of overall training objectives. Develop and maintain training evaluation vehicles to measure (i) trainee reaction (ii) acquired knowledge (iii) acquired skills (iv) on-the-job results.
- Develop self-supporting lesson plans and format with special attention to trainee interactive and self-pacing techniques.
- Supervise on a temporary basis the work of assigned personnel. When delivering training, when working with a project team from the field, or when guiding and supporting temporary instructors, assign work, check work and provide instruction.
- Prepare and issue confidential reports on students' performance and capabilities. Evaluate students' performance according to established criteria. Evaluate courses for effectiveness and efficiency. Report results of investigations and assessments and make recommendations to appropriate line management authorities.
- Make presentations on all aspects of training to Line Management and functional group at conferences, workshops, seminars.
- Perform other duties as required.
Selection Criteria
- Requires a knowledge of electricity, mechanics, physics and power systems to fully understand the generation, transmission and distribution and retailing of power by Hydro One across the province.
- Requires additional knowledge of specific technical subjects and a knowledge of training technology in order to design and develop training programs.
- Requires field experience in appropriate technical areas to develop expertise in the practical aspects of the various occupations, the related equipment, materials, methods, procedures, safety and other practices.
- Requires experience to become familiar with the various duties and responsibilities of the job, such as, liaising effectively with clients and determining training needs, developing appropriate training solution designs and techniques, implementing appropriate training responses, assessing trainee performance and capabilities, and evaluating program cost effectiveness.
- Requires proficiency in written and oral communications to write training material and reports and to interact with students, temporary instructors, consultants and clients. This knowledge is considered to be normally acquired in a Grade XII education in a secondary school plus two years in an electrical/mechanical technician program plus further academic of subjects pertinent to the training specialty, such as communication skills, module development, etc, or the equivalent.
- Requires an excellent understanding of the Hydro One Utility Work Protection Code including holding qualified status.
- Requires a familiarity with divisional policies and practices and applicable federal and provincial regulations. A period of up to ten years is considered necessary to gain this experience.
