Utility Supervisor/Coordinator

PURPOSE OF THE POSITION:

As the primary Utility Supervisor/Coordinator for third‑party utility permits across our rail network, you will manage both the technical and administrative aspects of the permitting process. This position is responsible for ensuring complete adherence to all relevant federal regulations and standards, including those set by Transport Canada, the Canadian Standards Association (CSA), the American Railway Engineering and Maintenance‑of‑Way Association (AREMA), and CPKC’s own specifications.

POSITION ACCOUNTABILITIES:

  • Review and approve utility crossings while administering permits and agreements
  • Carry out site inspections to ensure installations meet regulatory compliance and safety standards
  • Task a CPKC Engineering service provider to supervise geotechnical installations and collaborate on pre‑construction planning
  • Serve as primary contact for emergencies related to utility installation, property access, utility‑related incidents such as water‑main breaks and gas leaks, etc.
  • Deliver rotating emergency on‑call support to maintain uninterrupted operational coverage across network
  • Manage right‑of‑entry permits and issue agreements for surveying, geotechnical investigations, and heavy equipment use within railway right‑of‑way
  • Maintain customer accounts and billing data in SAP including updates and coding for invoicing
  • Respond promptly to applicant inquiries and coordinate with Legal and Risk Management to ensure compliance with all insurance and permitting requirements
  • Civil Engineer Technician or equivalent engineering diploma credentials
  • Minimum of three (3) years’ experience in utilities management; preference given to candidates with background in gas, hydro, or telecommunications sectors
  • Valid driver’s license required
  • Valid passport and ability to travel freely between the U.S. and Canada
  • Fluency in both English and French, with strong oral and written communication skills
  • Proven planning, organizational, and negotiation abilities
  • Self‑motivated, adaptable, and capable of excelling in a fast‑paced environment with effective multitasking skills
  • Proficient in SAP, Excel, AutoCAD, and other relevant computer applications

Management Conductor Program
