Primary Duties

The Utility Accountant contributes and supports the smooth delivery of assigned financial services across the corporation of Utilities Kingston. The incumbent is responsible for preparing, reporting and subsequent analysis and troubleshooting of reports for internal customers, preparing and supporting external reports to meet reporting requirements to regulating bodies, account reconciliations, coordinating the work order process with internal stakeholders, managing the process of billing for our fibre utility, participates in annual external audit process and other duties as required.

Major Responsibilities:

  1. Prepare and reconcile capital and recoverable projects, and fibre billing.
  2. Prepare operating and capital accounting records and financial statements ensuring conformance to reporting and procedural standards.
  3. Monitor and collect data to assess accuracy and ensure compliance with applicable standards, rules, regulations and systems of internal control.
  4. Prepare monthly transactions and journal entries
  5. Reconcile accounts and prepare remittances.
  6. Review, document and streamline financial processes.
  7. Allocate costs booked to appropriate utility accounts.
  8. Assist with management of Accounts Payable.
  9. Provide support to organization for financial management systems.
  10. Complete Statistics Canada monthly and annual surveys and other reporting as required.

Education, Certification and Other Qualifications Required

  1. Advanced MS Excel skills
  2. Advanced ability to apply business analysis techniques to complex projects
  3. Advanced analytical skills
  4. Attention to detail with a high degree of accuracy
  5. Strong organizational skills
  6. Strong customer service skills
  7. Advanced interpersonal and communication skills, both verbal and written
  8. Advanced ability to work independently and as a team player

Knowledge:

  1. Advanced knowledge and understanding of International Financial Reporting Standards (IFRS)
  2. Intermediate knowledge and understanding of the specialized regulatory accounting framework as outlined in the Ontario Energy Board’s Accounting Procedures Handbook
  3. Basic knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements

Experience:

  1. Post-secondary diploma or degree in Business Administration with a focus in accounting
  2. CPA designation is an asset
  3. Minimum 3-5 years’ accounting experience performing financial accounting and analysis
