Job description

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties
  • Develops, recommends, and implements modicications as necessary for continual improvement to existing program of responsibility.

  • Develops and monitors budget.

  • Interprets laws, rules, and regulations pertaining to professional services contracting to ensure compliance with Department and governmental regulations.

  • Interprets the Utility Accommodation Policy, reviews utility billing documents

  • Makes presentations and represents TxDOT.

  • Montiors consultant's prpogress and work quality; checks invoices and associated documents; prepares supplemental agreements

  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.

  • Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work scheules, and negotiates other contract agreements.

  • Negotiates fees, explains scope of work and monitors consultant design contracts.

  • Oversees Consultant Contract Administration

  • Oversees data collection, analyses, forecasts and plan development

  • Oversees implementation of action plans for project planning and coordinates the preparation of the Project Development Plan update.

  • Oversees long-range and short-range transportation planning and coordinates with local Metropolitan Planning Organizations (MPOs) to develop annual Transportation Improvement Program for the area.

  • Oversees maintenance of functional classification of highways and federal aid system map development.

  • Responsible for development and implementaion of innovative programs, projects, designs, concepts and solutions

  • Verifies project eligibility and assists with ranking projects and funding

  • Performs other job responsibilities as assigned.

Minimum Qualifications

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

  • 4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications
  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions
  • Light work - Lift up to 20 lbs. at a time and frequently lift and carry objects up to 1 O lbs.
