Job summary

EBC is seeking a Bilingual Director of Pre-Construction and Development to lead market engagement across Canada. The role oversees pursuit, win, and delivery strategies, coordinating with internal teams to strengthen EBC's brand and capabilities in major infrastructure projects.

The candidate will drive partnerships, ensure pre-qualification with clients, and manage a robust pipeline while navigating complex procurement and financing considerations nationwide.

Qualifications

• Over 20 years in construction with contractor/designer/client mixed background.
• University degree or technology diploma in engineering or equivalent.
• Proven track record of project success and team leadership.
• Strong knowledge of infrastructure and related legislation.
• Experience delivering large-scale projects in partnership environments.
• Experience with Design Build or P3 delivery models.
• Strong financial management knowledge and scheduling skills.
• Willingness to travel frequently.
• Bilingual in French and English for nationwide collaboration.

Responsibilities

• Represent EBC in select markets across Canada.
• Coordinate with internal resources to update and maintain market presence.
• Ensure public and private clients are aware of EBC capabilities.
• Pre-qualify with government and clients for opportunities.
• Identify and track opportunities for a robust pipeline.
• Develop pursuit, win, and delivery strategies with delivery teams.
• Engage with planning, finance, design, and equipment spaces for market intel.
• Assess procurement terms and advocate for improved market conditions.
• Provide leadership and support for key market pursuits.
