About the Workers’ Compensation Board of Nova Scotia

About the Role

We’re excited to introduce a brand-new position of: Talent Development Specialist—a unique opportunity to help shape our future talent from the ground up.

Reporting to the Manager of Change and Organizational Development, this role blends strategy with hands‑on impact; developing programming which accelerates leadership, team and individual growth throughout the employee journey. You’ll assess development needs, design and deliver dynamic learning experiences, helping to build a strong pipeline of our future‑ready talent. You’ll bring fresh thinking, innovative tools, and the latest learning practices to create programs and initiatives that truly make a difference; contributing to high performance and business results.

Key areas of the position include but are not limited to:

1. Design and delivery of learning programs

Identifies learning needs and designs inclusive programs tailored to adult learners. Leads initiatives in leadership development, onboarding, and business education, staying current with modern trends to deliver impactful, accessible learning experiences that drive growth and high performance.

2. Talent development strategy and execution

The TDS leads strategies that support leadership growth, career development, and succession planning. Designing programs for emerging talent, promoting continuous learning, and using innovative tools to build a strong pipeline and shape long‑term development across the organization.

3. Talent partnerships & project management

The Talent Development Specialist works closely with HRBPs to address departmental development needs, offering modern learning solutions. Acting as a strategic advisor, they support leaders in boosting team performance and collaborate across project teams to drive alignment and impactful outcomes.

4. Talent analysis & evaluation

The Talent Development Specialist manages the LMS to ensure accurate data and effective reporting, while tracking learning outcomes to assess impact and ROI. They use metrics and diagnostic tools—like 360 assessments and predictive indexes—to guide future investments and continuously improve development programs.

Your Experience & Skills

You have a degree in HR, adult education, business, or a related field, along with 5+ years of experience in talent development — designing programs, delivering learning solutions, and measuring impact. Certifications like CPHR or L&D credentials are a plus. You're skilled in adult learning, curriculum design, and comfortable using tools like LMS, HRIS, and content development software.
