Job summary

Royal Ottawa Health Care Group in Ottawa, Ontario, seeks a Supervisor, Supply Chain to lead procurement, inventory, and materials management across sites. Reporting to the Manager, Supply Chain, you will coordinate day-to-day activities, ensure audit-ready records, and supervise unionized staff while aligning with organizational and public-sector procurement requirements.

You will oversee capital purchases, warehousing, and shipping, support HR onboarding, and drive cost-saving initiatives.

Qualifications

• College diploma or undergraduate degree in business administration, supply chain, procurement, logistics, health administration, or related field.
• Three to five years of procurement, contract administration, inventory/materials management, logistics, or related supply chain experience.
• Knowledge of a Warehouse Management System and procurement-related legislation.
• Experience forecasting demand and optimizing inventory in a multi-site healthcare environment.

Responsibilities

• Coordinate day-to-day procurement of clinical and non-clinical goods, services, and equipment.
• Assign and monitor procurement work to meet service standards and timelines.
• Ensure specifications, approvals, POs, and contract records are complete and audit-ready.
• Coordinate capital and biomedical equipment acquisitions, delivery, installation, and documentation.
• Oversee warehousing, shipping, receiving, and mailroom activities across sites.
• Provide supervision and coaching to assigned unionized Supply Chain staff.

About the Position

Reporting to the Manager, Supply Chain, the Supervisor, Supply Chain provides first-line supervision and daily operational coordination for procurement, inventory, materials management, shipping/receiving, and related supply chain services across Royal Ottawa Health Care Group sites.

Key Responsibilities

• Coordinate the day-to-day procurement of clinical and non-clinical goods, services, and equipment within delegated authority and approved procedures.
• Assign, prioritize, and monitor procurement and supply chain work to meet service standards, operational timelines, and urgent clinical requirements.
• Confirm that specifications, approvals, evaluation documentation, purchase orders, contract records, and procurement files are complete, accurate, and audit ready.
• Coordinate acquisition and implementation activities for approved capital and biomedical equipment purchases, including delivery, receiving, installation scheduling, and documentation.
• Oversee daily warehousing, shipping, receiving, distribution, and mailroom activities to support efficient materials flow across sites.
• Provide direct day-to-day supervision, operational direction, coaching, and support to assigned unionized Supply Chain staff.
• Support recruitment, selection, orientation, onboarding, and training activities in collaboration with the Manager, Supply Chain and Human Resources.
• Apply applicable Ontario public-sector procurement requirements, in accordance with organizational policy, approval thresholds, and delegated authority.
• Support preparation of mandated reports, disclosures, audits, and annual compliance documentation.
• Monitor inventory levels, demand trends, stock-outs, excess, slow-moving, or obsolete inventory, and sole/single-source dependencies; coordinate corrective actions with clinical and operational stakeholders.
• Support product standardization and group purchasing opportunities.
• Monitor assigned operating expenses, purchase commitments, invoice exceptions, and supply chain costs against approved budgets, and report variances or concerns to the Supply Chain Manager.
• Identify and document cost saving, cost avoidance, process improvement, and waste reduction opportunities for management review.
• Compile and report operational KPIs.
• Support implementation and optimization of ERP, procurement, inventory, and warehouse management systems.

Qualifications

• College diploma or undergraduate degree in business administration, supply chain, procurement, logistics, health administration, or a related field; an equivalent combination of education and experience may be considered.
• Three to five years of progressively responsible procurement, contract administration, inventory/materials management, logistics, or related supply chain experience, including experience coordinating staff workflow or acting in a lead-hand or supervisory capacity.
• Knowledge of a Warehouse Management System.
• In-depth knowledge of procurement-related legislation and reporting requirements.
• Experience overseeing demand forecasting, inventory control, and materials resource planning to prevent stock-outs and optimize inventory turnover in a multi-site healthcare environment.
• Strong analytical and problem-solving skills with the ability to assess urgency, operational impact, and service-continuity risk.
• Ability to interpret and apply organizational policies, procedures, delegated authorities, and established public-sector procurement requirements, while recognizing when manager, Finance, Legal, HR, or Labour Relations direction is required.
• Practical knowledge of procurement and contract-administration principles, including competitive sourcing, evaluation documentation, supplier communications, and contract tracking.
• Proven ability to collaborate effectively within multidisciplinary teams. Adept at working with clinical, administrative, and finance teams to support procurement decisions, resolve supply issues, and integrate departmental needs into sourcing strategies.
• Exceptional attention to detail and organizational skills.
• Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and standard reporting tools.
• Effective written and verbal communication skills and the ability to work collaboratively with clinical, administrative, finance, legal, HR, and vendor stakeholders.

Language Requirements

• English level A- is mandatory in oral expression, comprehension, reading & writing. Bilingual (French/English) is considered a strong asset.
