Job summary

The City of Toronto is seeking a seasoned public health leader to supervise a team within the Communicable Disease Liaison Unit and drive city-wide disease response. You’ll oversee scheduling, performance, and cross-program collaboration to ensure timely, effective actions against communicable diseases.

Applicants should have post-secondary health qualifications, epidemiology experience, and strong data-analysis skills.

Qualifications

• Post-secondary education in health or related field, or equivalent experience.
• CPHI (C) certification and/or RN licensure in Ontario would be considered an asset.
• Extensive experience in case investigations, contact follow-up and outbreak management with diseases of public health significance.
• Extensive experience coordinating, monitoring, and evaluating complex public health investigations with timely risk assessment and documentation.
• Experience utilizing public health information systems and data analysis to monitor program outcomes and drive decision-making.
• Ability to work flexible hours, including evenings and weekends during public health emergencies.
• Possession of a valid Ontario Class "G" Driver's Licence and access to a vehicle would be an asset.

Responsibilities

• Supervises frontline staff (e.g., Public Health Inspectors, Public Health Nurses, Support Assistants) and provides ongoing consultation, direction and guidance to staff related to assigned work.
• Supervises day-to-day operations of all assigned staff including scheduling, assigning and reviewing work; authorizes vacation and overtime requests; monitors and evaluates performance and disciplinary actions when necessary.
• Motivates and trains staff to ensure teamwork, high standards of work quality and organizational performance.
• Provides input into program planning, implementation and evaluation.
• Develops and implements detailed project plans and policies aligned with program requirements and applicable legislation and divisional policies.

Reporting to the Manager, Infection Control & Infectious Diseases, this position participates in the planning, development, implementation and evaluation of the city-wide Communicable Disease Liaison Unit (CDLU) program.

Job Responsibilities:

Develops and implements detailed project plans and policies/procedures aligned with program specific requirements which are compliant with relevant legislation and divisionalpolicies and procedures (e.g., Health Protection and Promotion Act, Laboratory Specimen Collection Act, Occupational Health and Safety Act, Municipal Freedom of Information and ProtectionofPrivacyAct(MFIPPA)PublicHealthInformationPrivacyAct(PHIPA),Ontario Human Rights Code, Ontario Public Health Standards, etc.).

Provides expert guidance as required to internal (e.g., other TPH programs, emergency medical services) and external (e.g., CDLU facilities, schools, federal and provincial governments and cultural communities) stakeholders and individuals (e.g., physicians, infection and control practitioners)

Establishes networks and liaises with staff/management from other programs, community agencies and governments to negotiate/coordinate service partnerships, advocate for program needs and share expertise, in consultation with the manager.

Maintains knowledge of the communicable disease database, and ensures data entry is accurate for statistical analysis and interpretation.

Takes on call responsibilities as assigned for the Communicable Disease Control Programs, including supervision of investigators, seeking guidance from associate medical officers of health on call, during evenings and weekends.

Post-secondary education in a related discipline (health,nursing, or similar) or equivalent combination of education and experience. Possession of C.P.H.I. (C) certification and/or licensure as a Registered Nurse in the province of Ontario would be considered an asset.

Extensive experience coordinating, monitoring, and evaluating complex public health investigations, ensuringtimelyrisk assessment,accuratedocumentation, and adherence to legislative, policy, and program requirements.

Extensive Experienceutilizingpublic health information systems, performance metrics, and data analysis tomonitorprogram outcomes, support reporting requirements, and drive evidence-informed decision-making.

Considerable experience analyzing epidemiological, clinical, and operational information to inform decision-making,identifytrends, assess risks, and implement effective interventions.

Considerable experience managing multiple concurrent projects, coordinating diverse teams and stakeholders, monitoring project milestones and deliverables, and implementing effective solutions to improve program performance, service delivery, and public health outcomes.

Experience establishing and maintaining effective working relationships with hospitals, healthcare providers, community partners, and government stakeholders to support coordinated public health action.

Highly developed interpersonal skills with the ability to establish effective working relationships and to interact effectively with individuals and organizations within the community, including physicians and health care facilities.

Familiarity with computerized information systems such as iPHIS.

Knowledge of collective agreements, City guidelines and policies, applicable statutes, municipal by-laws, and relevant legislation including Health Protection and Promotion Act, Employment Standards Act and Occupational Health & Safety Act.

Ability to work flexible hours, which may include overtime, shift work, evenings and weekends depending on the nature of the Public Health emergency.

Possession of a valid Ontario Class "G" Driver's Licence and access to a vehicle would be an asset.
