Job Description:

To supervise the planning, development, implementation, work distribution, and evaluation of an assigned City-wide Health Protection directorate program overseen by Toronto Public Health (TPH). To provide expertise and oversee work efforts focused on disease prevention and control, surveillance and monitoring, health promotion, environmental health, emergency preparedness, and advocacy for health equity, ensuring compliance with program guidelines and pivoting of resources to address urgent needs.

Major Responsibilities:

  • Supervises frontline staff (e.g., Public Health Inspectors Public Health Nurses, Support Assistants, etc.), and provides ongoing consultation, direction and guidance to staff related to assigned work.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning, and reviewing of work.
  • Authorizes and coordinates vacation and overtime requests.
  • Monitors and evaluates staff performance, approves salary increments, hears grievances, and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Plans, implements and evaluates program policies and procedures. Supervises the development of Continuous Quality Improvement (CQI) Indicators for programs, providing input and guidance to staff.
  • Supervises the investigation of outbreaks and health concerns relating to the Health Protection mandate.
  • Ensures that cases and contacts of diseases of public health significance, and outbreaks are properly assessed, investigated, managed and followed up as per Ontario Public Health Standards, provincial and local legislation, and TPH's policies and procedures.
  • Ensures the Program is compliant with relevant legislation and standards, (e.g., College of Nurses of Ontario, Regulated Health Care Professionals Act, Municipal Freedom of Information and Protection of Privacy Act, Child and Family Services Act, Health Protection and Promotion Act, Ontario Human Rights Code, Workplace Harassment, Occupational Health and Safety, Confidentiality, etc.). Keeps abreast of changes to legislation impact scope of work.
  • Periodically reviews epidemiological data, aggregate patient data, health systems data, and health research data, to track disease trends, assess risk factors, inform policies, and allocate resources effectively.

Key Qualifications:

  • Bachelor's degree in Health or Social Science AND Certificate in Public Health Inspection for Canada C.P.H.I. (C);ORa Bachelor's degree in Nursing AND licensed as a Registered Nurse in the province of Ontario.
  • Considerable experience in case investigations, contact follow-up and outbreak management with a variety of diseases of public health significance.
  • Experience in supervision of staff or leadership of staff groups.
  • Highly developed interpersonal skills with the ability to establish effective working relationships and to interact effectively with individuals and organizations within the community, including physicians and health care facilities.
  • Ability to work in multidisciplinary teams.
  • Excellent communication skills (verbal and written).
  • Knowledge of epidemiological principles and practices.
  • Familiarity with computerized information systems.
