Job summary

The City of Markham is seeking a Supervisor, Financial Reporting to oversee accounting processes, prepare financial statements, and ensure PSAB compliance for the City and related entities.

You will guide a team of Financial Analysts, support ERP implementation, and provide strategic financial insights to senior leadership. A CPA designation, strong PSAB knowledge, and ERP experience are essential for success.

Qualifications

  • Undergraduate degree in Business, Commerce, Accounting, or Finance.
  • Professional accounting designation (CPA/CA/CMA or equivalent) required.
  • Five to seven years of progressive experience in financial reporting and analysis.
  • At least three years of supervisory experience in a complex organization; municipal/public sector helpful.
  • Experience with PSAB standards and IFRS is an asset.

Responsibilities

Job Summary

The Supervisor, Financial Reporting supervises accounting processes and oversees the preparation of financial statements, ensuring compliance with Public Sector Accounting Board (PSAB) standards. This role provides guidance to a team of Financial Analysts while maintaining high standards of financial reporting integrity for the City of Markham and its associated entities. The Supervisor also plays a critical leadership role in the ongoing implementation of the City’s new Enterprise Resource Planning (ERP) solution, supporting seamless financial reporting processes and data integrity.

Key Duties and Responsibilities

  • Supervises accounting activities, processes and transactions, and oversees the preparation, review and accuracy of financial statements for the City of Markham and associated entities, including consolidated financial statements and Government Business Enterprises.
  • Ensures compliance with current and upcoming PSAB regulations and other relevant accounting standards, including IFRS for Government Business Enterprises, and implements required changes.
  • Manages year-end rollover processes and coordinates with internal and external stakeholders to support a smooth and accurate transition.
  • Leads the compilation and analysis of information for indirect tax recoveries, including HST, to support savings and tax compliance.
  • Oversees supporting schedules and documentation for internal and external audits and acts as a primary liaison with external auditors.
  • Supports the Financial Reporting Division’s involvement in the new ERP implementation, including testing financial reporting processes, resolving issues and helping ensure system functionality and data integrity.
  • Develops and implements procedures, controls and workflows that improve efficiency, accuracy and compliance within the ERP environment.
  • Supervises, mentors and develops a team of Financial Analysts by providing guidance, training, feedback and workload management.
  • Provides financial expertise and strategic guidance to operating departments and prepares management reports and presentations for senior leadership.
  • Leads special projects and undertakes complex financial research and analysis as required.

Qualifications

  • Undergraduate degree or technical certification in Business, Commerce, Accounting, Finance or a related field.
  • Professional accounting designation, such as CPA, CA, CMA or accredited equivalent, is required.
  • Five to seven years of progressive experience in financial reporting and analysis.
  • At least three years of supervisory or leadership experience within a complex organization; municipal or public sector experience is preferred.
  • Proven experience preparing and overseeing full-cycle financial statements.
  • In-depth knowledge and practical application of PSAB standards and pronouncements; IFRS experience is considered an asset.
  • Experience with ERP system implementations, upgrades or significant module integration, particularly related to financial reporting.
  • Experience managing and coordinating external audits.
  • Advanced proficiency with Microsoft Office / Microsoft 365, including Word, Excel, PowerPoint, Teams, Outlook and SharePoint.
  • Experience working with ERP systems is preferred.
  • Strong analytical, problem-solving, organization, prioritization, presentation and written communication skills.
  • Demonstrated business acumen, attention to detail, customer service orientation and ability to make data-informed decisions.
  • Knowledge of management principles and techniques, with the ability to lead, coach and develop staff.
