The City of Toronto’s Fleet Services Division (FSD) is seeking a finance professional to supervise divisional operating and capital budgets, monitor variances, and provide accounting support to clients related to charge backs. The role focuses on detailed budgeting, policy implementation, and overseeing payroll and staff performance.
Candidates should have post-secondary finance/accounting education, strong experience with SAP and MS Office (Excel/Word), and ideally a Professional Accounting

The City of Toronto's Fleet Services Division (FSD) provides a full range of fleet management services for City Divisions and Agencies. We direct the management of the City’s fleet including the acquisition, maintenance and disposal of assets; along with the City’s industry leading Green Fleet Plan and fuel management infrastructure. The City of Toronto has the largest municipal fleet in Canada and one of the most complex Fleets in North America.
Major Responsibilities:
Tosupervisealldutiesrelatedtothedivisionaloperatingandcapitalbudgets;monitorsand reports on budget variances throughout the fiscal year and provides accounting support to division and information to clients related to charge backs
Implementsdetailedplansandrecommendspolicies/proceduresregardingprogramspecificrequirements
Overseesdivisional payroll and human resource relatedfunctions
Supervises,motivatesandtrainsassignedstaff,ensuringeffectiveteamwork,highstandardsof work quality and organizational performance, continuous learning and encourages innovationin others
Supervises theday to dayoperation of all assigned staff including the scheduling,assigningandreviewingofwork.Authorizesandcoordinatesvacationandovertimerequests.Monitors and evaluates staff performance, approves salary increments, hearsgrievancesand recommends disciplinary action when necessary
Providesinputintoandadministersassignedbudget,ensuringthatexpendituresarecontrolled andmaintainedwithin approved budget limitations
Ensuresthatcostsareasfullyrecoveredaspossiblebyinvestigatingnetbudgetvariancesto minimize shortfalls; performs detailed analysis todeterminecause of shortfalls/excesses ifforecasted/experienced
Supportsfrontlinemanagersbyprovidingbudgetandperformanceinformationandvariance analysis highlighting areas where corrective action is necessary
Ensuresthatcorporatefinancialpoliciesarefollowedbyeducatingstaffandmonitoring information flowing through the City’s financial system
Supervises theAccounts Receivable function of theDivision
CollectsoutcomeandperformancemeasuresforCorporateFinancialInternalReporting,and other reporting requirements
Coordinates divisional training of SAPand M5 Fleet Managementapplications
Coordinates and prepares the monthly billing upload toSAP
Makes recommendations on divisional workflow policies and information systems to improve operational efficiencies
Key Qualifications:
Post-secondary education in a discipline pertinent to the job functions combined with relevant experience in a budget, finance and accounting capacity or the equivalent combination of educationand/orrelatedexperience.AProfessionalAccountingdesignationwouldbeanasset.
Considerable experience in the preparation of capital and operatingbudgets.
ConsiderableexperienceusingSAPandvariouscomputerapplicationsincludingMicrosoft Excel and Word. Experience using MicrosoftAccess would be an asset.
Considerableexperiencesupervisingalarge,diversegroupofstafftoachievesectionand divisional goals, includinglabourrelations and performance development.
Considerable experience in the preparation of variancereports.
ThoroughknowledgeofmodernaccountingtechniquesandpracticesincludingGenerally Accepted Accounting Principles (GAAP).
Abilityto effectivelyplan,organizeand administer theprocess ofpreparing financialreports.
Highlydevelopedinterpersonalskills,includingwrittenandverbalcommunicationskillswiththe ability to effectively communicate with all levels of the organization.
