Job summary

TEEMA is seeking a Buyer II in Burnaby, British Columbia to lead purchasing strategies and contract management for municipal projects. You will review bids, guide junior buyers, and ensure compliance with laws and policies across departments.

You will negotiate terms, prepare tender documentation, and monitor contracts, providing expert guidance to engineers, lawyers, and project managers to optimize value and mitigate risk.

Qualifications

• Completion of Grade 12 with professional designation in supply chain management or equivalent training.
• Thorough knowledge of municipal purchasing policies and regulations.
• Strong negotiation and analytical abilities; experience with contracts and insurance basics.
• Ability to collaborate with internal/external stakeholders and guide junior staff.

Responsibilities

• Reviews and approves purchase strategies, bid documents, and awards for lower-level Buyers.
• Provides work direction and training to Buyers; interprets purchasing policies.
• Prepares specifications, tender docs, and contracts with client departments.
• Interviews suppliers, negotiates discounts, and determines best source of supply.
• Drafts contract language and monitors awarded contracts for compliance.
• Performs market analysis, life-cycle costing, and process improvements.
• Advises clients and suppliers on purchasing issues and liaises with engineers, project managers, lawyers.
