Job summary

Town of High Level invites applications for a strategic Director of Finance to lead financial planning, accounting, revenue collection and cash management, reporting to the CAO. The role supervises four staff and partners across departments to ensure MGA compliance, bylaws, and financial reporting for Council and the public.

Experience in public sector finance and CPA is required, with strong leadership and communication skills driving fiscal accountability in a northern Alberta community.

Qualifications

• CPA designation required.
• Degree in Accounting, Finance, Public Administration or related field.
• Minimum five years in public sector finance with supervisory experience.
• Knowledge of PSAS, internal controls, budgeting and reporting systems.
• Familiarity with Municipal Government Act and related regulations.

Responsibilities

• Plan, direct and coordinate the department's work and ensure procedures meet standards.
• Provide strategic planning and policy development for financial programs.
• Lead annual and long-term budgets, including capital planning and budget oversight.
• Prepare financial statements and reports for CAO, Council and public; address variances.
• Compile information for Municipal Affairs and public records requests.
• Draft bylaws and amendments on revenues, expenditures, taxes and fees; manage financial plan.
• Oversee insurance, audits, treasury, taxation and financial software management.
• Prepare year-end working papers and liaise with auditors during audits.
• Support procurement and contract management to maintain fiscal responsibility.
• Develop and maintain the Town’s asset management plan and financial policies.
• Mentor and supervise Finance staff; conduct performance evaluations.
