Job summary

Russell Tobin & Associates is seeking a Senior Business Analyst for a Toronto-based/remote engagement on a Public Sector program. The role demands deep I&T analysis, broad stakeholder facilitation, and end-to-end requirements management.

You will lead AS-IS/TO-BE assessments, document requirements, and ensure traceability across governance and project- gating processes, while collaborating with executives and technical teams.

Qualifications

  • 10+ years of experience providing business analysis services for complex I&T initiatives.
  • Extensive experience eliciting, analyzing, documenting, validating, prioritizing, and managing requirements.
  • Strong experience facilitating requirements gathering through interviews, workshops, focus groups, and consultations.
  • Proven ability to establish end-to-end requirements traceability from business objectives through implementation.
  • Experience with current-state and future-state analysis and process improvement.
  • Experience identifying and mitigating risks, issues, dependencies and constraints.
  • Experience supporting large-scale transformation and enterprise-wide change initiatives.
  • Familiarity with OPS Unified Project Management Methodology and governance standards.
  • Proven ability to facilitate discussions among business, technical, and executive stakeholders.
  • Advanced experience with MS 365, Teams, Word, Excel, PowerPoint, Visio, and Azure DevOps.

Responsibilities

  • Lead and support business analysis activities for complex I&T initiatives and transformation programs.
  • Elicit, analyze, document, validate, prioritize, and manage requirements across domains.
  • Facilitate stakeholder interviews, workshops, and consultations to define needs and solution requirements.
  • Conduct AS-IS and TO-BE analysis to identify process improvements and modernization opportunities.
  • Develop requirements artifacts including use cases, business rules, data models, and specifications.
  • Maintain end-to-end traceability using Azure DevOps, IBM DOORS, or equivalent tools.
  • Develop governance artifacts: business cases, feasibility studies, risk assessments, executive briefings.
  • Identify and manage risks, issues, dependencies, and mitigation strategies throughout projects.
  • Ensure deliverables align with methodology, standards, governance, and gating processes.
  • Translate requirements into design specs and support solution implementation.
  • Facilitate decision-making among stakeholders, vendors, and partners.
  • Prepare executive briefings, status reports, and governance communications.
  • Support readiness, change, benefits realization, and post-implementation evaluation.

Must have:
  • 10+ years of experience providing business analysis services for complex I&IT initiatives involving diverse business and technology stakeholders.
  • Extensive experience eliciting, analyzing, documenting, validating, prioritizing, and managing business, functional, non-functional, process, and data requirements.
  • Strong experience facilitating requirements gathering through interviews, workshops, focus groups, and stakeholder consultations.
  • Proven experience establishing and maintaining end-to-end requirements traceability from business objectives through implementation and operational transition.
  • Strong experience conducting current-state and future-state analysis, business process improvement, process re-engineering, and service modernization.
  • Experience identifying, analyzing, documenting, and managing risks, issues, assumptions, dependencies, constraints, and mitigation strategies.
  • Experience supporting large-scale transformation, modernization, migration, and enterprise-wide change initiatives.
  • Experience working with OPS Unified Project Management Methodology, Enterprise Architecture standards, system development methodologies, and project gating requirements.
  • Proven ability to facilitate business, technical, and executive stakeholders through complex discussions, competing priorities, and decision-making processes.
  • Advanced experience with Microsoft 365, Teams, Word, Excel, PowerPoint, Visio, Azure DevOps, and business modelling tools.
  • Public sector/Ontario Public Service experience is strongly preferred.
Role and Responsibilities:

  • Identify and manage risks, issues, assumptions, dependencies, constraints, and mitigation strategies throughout the project lifecycle.
  • Ensure business analysis deliverables align with OPS Unified Project Management Methodology, Enterprise Architecture standards, governance requirements, and project gating processes.
  • Evaluate solution alternatives and translate business, process, and data requirements into specifications supporting technology solution design and implementation.
  • Facilitate decision-making among business stakeholders, executives, technical teams, vendors, and external partners.
  • Prepare executive briefings, presentations, status reports, recommendations, governance documentation, and stakeholder communications.
  • Support business readiness, organizational change, benefits realization, performance measurement, and post-implementation evaluation activities.
