Job Title: Site Supervisor, Dockyard (DND Deputy Site Manager)

Location: Canadian Forces Base (CFB) Esquimalt, Victoria, BC

Pay Rate: 26.67/hr

Position Status: This position is excluded from the PSAC bargaining unit (Non‑union)

Hours of Work: 7:00 AM to 3:00 PM, Monday to Friday, excluding statutory holidays with some after‑hours responsibilities.

POSITION SUMMARY

The Supervisor will report to the DND Detachment Commander. The Supervisor is responsible for the supervision of all Commissionaires assigned to CFB Esquimalt Commissionaire Site One (which includes Maritime Forces Pacific Headquarters, Fleet Maintenance Facility, Submarines, Military Police Unit (Esquimalt) [MPU(E)], Identification Services, Contracts Security Office, Fleet School Esquimalt, Base Accommodation and contractor escorts), and for the security duties and routine regulation and management of the security guard staff assigned to Dockyard, Naden, and Work Point. (The term Dockyard will be used to encompass all these units and Base areas). The Supervisor will normally work a day shift from 7:00 AM to 3:00 PM, Monday to Friday. However, the Supervisor must be willing and able to work outside those hours, if and when required.

POSITION DUTIES AND RESPONSIBILITIES
  • Ensure that all guard posts are manned in accordance with Post Orders and that the duties and responsibilities of Commissionaires are carried out in accordance with regulations, orders, directives and instructions.
  • Ensure that security personnel maintain the appropriate security posture.
  • Liaise with the appropriate emergency response agency as directed by the Base Operations Officer / Commanding Officer MPU(E) through the DND Detachment Commander on matters relating to theft, trespass and other security incidents.
  • Supervise the staffing, training, discipline and administration for all Cmres permanently employed at Dockyard.
  • Recruit and assist in selecting Cmres for specialised positions within Dockyard units.
  • Monitor satisfaction of services to clients.
  • Investigate and resolve complaints, as required, from employees, clients and the public and submit reports to clients/DND Detachment Commander.
  • Ensure compliance with Divisional Policies and Procedures.
  • Assessment and completion of annual and probationary personnel evaluations (Annual Alignment Checks) for all assigned Cmres.
  • Counsel personnel at applicable sites on problems affecting their work performance.
  • Prepare reports relating to personnel and other issues including discipline, incidents and investigations.
  • Maintain, on an annual basis, all Post Orders in conjunction with all clients.
  • Ensure compliance with the provisions of the Collective Agreement with the Public Service Alliance of Canada (PSAC) and applicable legislation and regulation, including Occupational Health and Safety, WorkSafeBC and the BC Employment Standards Act.
  • Operate the TRACKTIK scheduling program to schedule Cmres, both permanent detachments and casual employment, creating detachments.
  • Act as the DND Cmre Detachment Commander during his/her absence.
  • Maintain positive knowledge of all scheduling issues and work with HQ to reduce overtime.
  • Conduct visit to various positions on a weekly basis and assist guard in developing knowledge and reinforcing security posture.
  • Take an active part in guard training, validate knowledge.
  • Liaise with HQ Contract Manager to ensure proper fulfilment of all positions.
  • Liaise with other South Island DND Site Supervisors to ensure fulfilment and provide support as needed.
  • Perform other duties as assigned.
ESSENTIAL QUALIFICATIONS
  • Successful completion of the Commissionaire Security Officer’s Course.
  • Must possess and maintain a valid Class 5 BC Driver’s license and be able to obtain and maintain a valid DND 404 driver’s license.
  • Must possess and maintain a valid Occupational First Aid Level 1 first aid certificate.
  • Must be able to obtain and maintain a Level 2 (Secret) security clearance issued by Public Works and Government Services Canada (PWGSC).
  • Previous military experience in a leadership role would be an asset.
RATED QUALIFICATIONS
  • Strong security mindset, with an excellent knowledge of DND security policies and security requirements associated with varied aspects of operations on DND establishments.
  • Excellent knowledge of the Divisional Policies and Procedures Manual.
