The Senior Training Designer/Developer will configure Horizon Total Learning Architecture (TLA) components, establish data interoperability so learner activities in Moodle and simulators produce unified learner records, implement a learning analytics framework, and support User Acceptance Testing (UAT) with stakeholders.

You will also configure content delivery components and create new, or integrate existing, training content into the Synthetic Training Hub and Horizon content delivery systems.

Responsibilities include:

  • Configure the major TLA components in the Horizon environment, Learning Management System, Learning Object Repository, Learning Record Stores, Sailor Learning Platform, Synthetic Training Hub, and Competency and Skills Management System digital threads and prepare them to interoperate within the integrated architecture.
  • Establish learning resources, course structure and load content.
  • Verify user roles and enrollment process.
  • Configure and Initialize LRS for xAPI data.
  • Work with the team to define or import xAPI Profiles that standardize the verbs, activities, and data formats for statements coming from Moodle and the Synthetic Training Hub.
  • Connect Synthetic Training Hub to LRS and confirm simulation records verify learning event results.
  • Support the development of LRS dashboards to view incoming data for ongoing validation.
  • Establish and prove data flow and interoperability. Integrate the components so they exchange data smoothly. Validate that learner activity data flows from source systems to the records store, and that all systems share a common data understanding.
  • Implement xAPI data pipeline: Ensure all learning events generate xAPI statements and arrive in the LRS.
  • Verify data semantics including verbs, activity types, competencies, taxonomies and identifiers.
  • Validate end to end TLA data flow. Perform test scenarios to establish TLA data flows are working through the Total Learning Architecture.
  • Data consistency checks to ensure xAPI statements appear and reference the same learner.
  • Simulate a high volume of learner data generation to monitor LRS integrations.
  • Confirm that sensitive data is handled correctly in the fowls.
  • Document data flows to capture TLA maturity development of Horizon.
  • Configure and implement Learning Analytics and reporting. Identify Key Performance Indicators (KPI) to define the metrics to track.
  • Set up data integration for analytic reporting by enabling LRS built in reporting and PowerBI reports.
  • Support the build of interactive training performance dashboards for Learner, Instructor/Training Manager, and Command.
  • Plan and support User Acceptance Testing (UAT) to validate the solution. Develop a UAT plan focusing on User Centered Design principles. Coordinate and create UAT test scripts. Prepare the test environment. Support and observe testing. Capture feedback and identify issues through a UAT feedback log. Validate and report on UAT.
  • Provide SME support to Horizon project team.
  • Determine and report on the level of effort and any material costs for development.

Qualifications

  • Must hold a valid Secret level clearance with PSPC for this DND contract.
  • Must be able to demonstrate each of the 3 experiences. These are position and contract requirements.
  • A bachelor’s degree from a Canadian University in the field of education, adult learning, distance learning or e-learning, or 3 years of experience in support of training design/development.
  • At least 10 years of demonstrated experience in an applicable field of course design.
  • Must have experience designing and developing training for the military.
