Job summary

CNN Digital is seeking an experienced Senior Technical Program Manager to oversee the development, release, and continuous improvement of key products in CNN’s digital portfolio. You will lead 2-3 scrum teams, collaborating with Product, Design, Engineering, and stakeholders to ensure on-time delivery aligned with CNN’s objectives.

Qualifications

  • 3+ years in a technical role (software dev or business analyst).
  • 5+ years in technology or digital media with at least 3 years in a program management or technical project management role.
  • Experience delivering complex, cross-platform projects in a fast-paced environment.
  • Privacy governance, PIAs/DPIAs experience and privacy risk mitigation workflows.
  • Familiarity with web technologies (JS/HTML/CSS) to review privacy SDKs and consent gating.

About the Role

CNN Digital is seeking an experienced Senior Technical Program Manager to oversee and drive the development, release, and continuous improvement of key products within our best-in-class digital portfolio.

As the technical program/delivery lead for 2-3 scrum teams within CNN’s Digital Platforms and Services group, you will collaborate with Product, Design, Engineering, and multiple organizational stakeholders to ensure successful on-time delivery of features and enhancements to CNN’s digital products. Your focus will span from planning through execution, ensuring each project aligns with CNN’s strategic objectives, adheres to relevant industry standards, and maintains world-class reliability.

Key Responsibilities
Program Leadership & Strategy

Lead end-to-end technical program management across multiple CNN digital products, developing roadmaps aligned with organizational objectives and user needs.

Cross-Team Coordination

Coordinate with Product, Design, Engineering, QA, WBD shared services, and external partners to define requirements, manage dependencies, and drive technical conversations on architecture, solution design, and testing.

Planning & Execution

Build comprehensive program plans covering scope, milestones, and success metrics; track progress, manage risks and dependencies, and adjust timelines to keep initiatives on track.

Organizational Workflow & Team Management

Design and optimize workflows across 2-3 cross-functional Scrum teams and implement process automation to reduce manual overhead in reporting, audits, vendor reviews, and team operations.

Stakeholder Management

Serve as the primary point of contact for leadership, partners, and vendors, building strong cross-functional relationships and influencing outcomes without direct authority.

Data Privacy & Experience Monitoring Standards (EMS)

In this role, you’ll drive the operational engine behind privacy compliance, risk management, and user experience quality across Performance, Accessibility, SEO, and more. You’ll partner with engineering, legal, design, product, and external vendors to ensure CNN’s platforms meet the highest standards of data protection, regulatory compliance, and digital excellence. We’re looking for a program leader who can orchestrate workflows, build scalable processes, and optimize JIRA to turn ambiguity into structured execution.

Qualifications
  • Education & Experience

  • 3+ years of technical experience in a role such as software developer or business analyst (ideal but not required).
  • 5+ years of experience in technology or digital media, including at least 3 years in a program management or technical project management role.
  • Track record of delivering complex, cross-platform projects in a fast-paced environment.
  • Privacy Governance & Compliance

  • Experience running or supporting Privacy Impact Assessments (PIAs/DPIAs) and privacy risk mitigation workflows.
  • Drive the review, update, and enforcement of data privacy policies to meet global regulatory requirements (GDPR, CCPA, MSPA, GPP, TCF) and internal standards.
  • Working knowledge of Consent Management Platforms (CMPs) and privacy signal frameworks (IAB TCF/GPP strings, US state signals).
  • Experience partnering with Legal, Data Governance, and external vendors on compliance obligations and contractual reviews.
  • Working familiarity with web technologies (JS/HTML/CSS) sufficient to review privacy SDK integrations, tag management, and consent gating logic.
  • Ability to facilitate technical solutioning and architectural meetings.
  • Experience Monitoring & Standards Support

  • Support EMS processes related to Performance, Accessibility, SEO, and other user experience standards.
  • Help operationalize AI-powered assessment tools and automated scoring systems used to evaluate digital experience quality
  • Ensure teams have visibility and clarity around required standards and compliance metrics.
  • Project Management Skills

  • Proficiency in Agile/Scrum methodologies, with additional knowledge of traditional project management frameworks.
  • Ability to manage competing priorities, anticipate roadblocks, and orchestrate cross-functional resources effectively.
  • Advanced JIRA administration including board configuration, workflow design, dashboards, reporting, and automation; familiarity with Confluence, Asana, and similar tools.
  • Experience designing intake systems, prioritization frameworks, and governance workflows for cross-functional programs.
  • Experience building recurring management reporting (e.g. month-over-month trends, compliance coverage across products/platforms) by pulling and segmenting data from platform sources such as Snowflake, Datadog via SQL or manual extraction, and synthesizing it into clear, actionable insights for leadership.

  • Exceptional written and verbal communication skills, with the ability to convey technical concepts to non-technical audiences.
  • Ability to adapt communication style and content to suit diverse audiences and objectives, ensuring clarity, alignment, and impact.

Preferred Qualifications
  • Familiarity with data privacy regulations (GDPR, CCPA) and privacy-by-design principles; prior experience in privacy, security, governance, or compliance environments is a strong plus.
  • Experience supporting teams focused on digital experience standards such as performance, accessibility, or SEO.
  • Exposure to AI/ML-powered tooling for audits, quality assessment, or compliance automation.
  • Experience working with media, content platforms, or large-scale consumer applications.

Base pay is just one component of Warner Bros. Discovery’s total compensation package for employees. Pay Range: $101,000.00 - $141,000.00 salary per year. Other rewards may include annual bonuses, short- and long-term incentives, and program-specific awards. In addition, Warner Bros. Discovery provides a variety of benefits to employees, including health insurance coverage, an employee wellness program, life and disability insurance, a retirement savings plan, paid holidays and sick time and vacation.This is a newly created position.
