Job summary

The Alberta Energy Regulator is seeking a Senior Specialist, Liability and Security (Mining) to join the Mining team in the Regulatory Applications Branch. You will provide technical expertise in the Mine Financial Security Program and Rock-hosted Mineral Liability Process.

This role covers abandonment, decommissioning, remediation and reclamation, offering science-based recommendations at each stage of the energy lifecycle while aligning with provincial policy and reclamation objectives.

Qualifications

• Bachelor’s degree in Engineering, Soil Science, Environmental Sciences or Environmental Management.
• 10+ years of regulatory/industry experience in mining or oil and gas.
• Registered as a Professional Engineer, Professional Agrologist or Professional Biologist or be eligible for registration.
• Strong knowledge of EPEA, Water Act, Public Land Act, Coal Conservation Act and Oil Sands Conservation Act.

Responsibilities

• Work with a diverse network of experts to stay current on emerging issues and support policy initiatives.
• Audit mine and mineral liability submissions and review mining applications according to regulations.
• Prepare audit letters, notices of noncompliance, audit reports and follow-up actions.
• Ensure file documentation is compiled and saved properly.
• Prepare and compile data for external publications.
• Assist and mentor other staff as needed.
• Review reports and annual submissions to assess industry performance and compliance.
• Respond to inquiries from media and government agencies with clear information.
• Support methodologies for tracking and reviewing submissions and financial security instruments.

Salary Range

T4, Level 6, $130,050 – $153,000 per year. The final compensation for this position will be determined based on individual factors, including education, qualifications, experience, and internal equity. This position may be eligible to receive a Northern Living allowance. Northern Living allowances are provided based on the location of the position and where an employee primarily works and resides.

Senior Specialist, Liability and Security, Mining

The Alberta Energy Regulator is seeking a Senior Specialist, Liability and Security Mining to join its talented team of professionals in the Mining team within the Regulatory Applications (RA) Branch. In this role, you’ll provide technical expertise in the Mine Financial Security Program and Rock-hosted Mineral Liability Process.

This role also extends to the related disciplines of abandonment, decommissioning, remediation and reclamation. You will provide science-based recommendations on decisions at each stage of the energy activity lifecycle, ensuring provincial policy, reclamation quality objectives, guidelines and management strategies are incorporated into project decisions and organizational initiatives.

As part of the Mining team, you will collaborate with diverse group of professionals to ensure compliance with the Mine Financial Security Program and Rock-hosted Mine Liability Process throughout the regulatory lifecycle of mining projects. The work we do is dynamic and critical to upholding the mandate of the AER, while upholding our cultural values of supporting one another and prioritizing personal wellness and professional development.

What your day-to-day will look like

• Work with a diverse network of experts across industry, academia, and government to remain current on emerging issues, identify policy gaps and support policy initiatives with a view towards their practical application to energy sector activities and AER business processes. Participate in the development and the implementation of new government policy, regulatory frameworks and Directives. Develop strategies for improving industry regulation, support and assist in the improvement of the mine liability and security program audit process.
• Audit mine and mineral liability submissions and review mining applications according to the Conservation and Reclamation Regulations, Mine Financial Security Program Standard and Specified Enactment Directive: Rock-hosted Mineral Liability Process.
• Prepare audit letters, notice of noncompliance letters, audit reports, perform follow-up actions, and execute compliance assurance processes as required.
• Ensure all file documentation is compiled and saved appropriately.
• Prepare and compile data to be presented in external publications.
• Assist and/or train and mentor other staff as needed.
• Review reports and annual submissions to assess and make recommendations on industry performance and compliance related to regulations and approval conditions.
• Respond to inquiries from media and other government agencies by gathering all necessary information and presenting it clearly and concisely.
• Support and assist in the development of methodologies for tracking and reviewing submissions and financial security instruments.

What we’re looking for in you

• Bachelors’ degree in Engineering, Soil Science, Environmental Sciences or Environmental Management, and 10+ years of regulatory/industry experience in mining or oil and gas.
• Registered as a Professional Engineer, Professional Agrologist or Professional Biologist or be eligible to be registered.
• Strong knowledge of Environmental Protection and Enhancement Act (EPEA), Water Act, Public Land Act, Coal Conservation Act and Oil Sands Conservation Act.
• Technical knowledge of audit process development, implementation and/or document control.
• Technical knowledge of industrial processes related to mining (minerals, coal and oil sands).
• Understanding of energy development processes in Alberta, and the associated environmental impacts.
• Analytical skills and critical thinking with an ability to make sound recommendations based on data and expertise.
• Team player with the ability to influence without authority and work cooperatively within multi-disciplinary teams and be able to share expertise with all staff levels.
• Ability to use strong communication (written and verbal, including technical writing) and interpersonal skills to present and communicate complex technical information to a variety of audiences.
• Ability to work independently while managing multiple priorities and meeting competing deadlines.
