As a Senior Proposal Manager, you will play a central role in leading high-value pursuits and driving Tiree’s growth across Canada’s most complex infrastructure and real property projects. Combining strategic insight with hands-on execution, you will shape the creative direction of proposals, craft compelling narratives, and ensure submissions clearly demonstrate Tiree’s expertise and client value.

As part of our integrated Marketing, Communications, and Proposals team, this role is ideal for a seasoned proposal professional who excels in both strategy and delivery—and who is eager to influence the evolution of Tiree’s proposal function as we expand into new markets. You bring exceptional writing skills, meticulous attention to detail, and a commitment to producing polished, client‑focused content that strengthens the quality and impact of our competitive submissions.

What You’ll Do

Reporting to the Vice President, Marketing & Communications, your responsibilities will include:

Lead Proposal Development
  • Manage the full lifecycle of proposal development—from kickoff to submission—ensuring alignment with client requirements and strategic positioning.
  • Collaborate with technical teams, SMEs, and leaders to define win strategies and solution approaches.
Creative Direction
  • Establish win themes, key messages, and differentiated value propositions.
  • Guide the creative and narrative direction of submissions to ensure standout, client‑focused proposals.
Content Development
  • Write and edit persuasive, tailored proposal content, including executive summaries, technical sections, corporate overviews, value‑add components, and resumes.
  • Translate complex technical information into clear, concise, and compelling narrative.
  • Ensure content aligns with Tiree’s brand voice, messaging, and quality standards.
Design & Presentation
  • Support the visual quality of proposals, ensuring consistency with brand standards.
  • Use tools such as Adobe InDesign to develop polished, visually engaging layouts when needed.
Process Innovation & Quality Assurance
  • Identify and implement new tools, technologies, and AI capabilities that enhance proposal quality and efficiency.
  • Maintain strong quality‑control processes to ensure compliance, accuracy, and competitiveness.
Market & Client Analysis
  • Conduct research on clients, competitors, and industry trends to inform proposal strategy.
  • Stay informed on procurement portals and submission processes for both public and private‑sector clients.
  • Collaborate closely with Marketing to integrate market insights, intelligence, and data into pursuit approaches.
Content Management
  • Develop and maintain an organized library of reusable content, templates, and compliance matrices to streamline future pursuits.
What You’ll Bring
  • 8–10+ years leading complex RFP responses in the professional services/consulting industry across public sector and private sector markets, with a proven record of successful wins.
  • Experience developing strategic proposal briefs, messaging frameworks, and creative direction aligned with client objectives.
  • Exceptional writing, editing, and storytelling skills with an ability to tailor tone, clarity, and persuasion for diverse audiences.
  • Strong proposal management and organizational abilities, with comfort navigating tight timelines and multiple deadlines.
  • A collaborative mindset and excellent interpersonal skills, enabling effective engagement with SMEs, leadership, and cross‑functional teams.
  • Proficiency with desktop publishing tools such as Adobe InDesign or equivalent, with an eye for visual quality and brand consistency.
  • Rigorous attention to detail with a strong understanding of compliance, mandatory requirements, and public‑sector procurement structures.
  • Working knowledge of market research tools or analytics platforms to support strategy development.
  • Bilingualism in English and French is an asset.
