The City is seeking a Senior Project Manager on a 2.5‑year term to lead the system implementation of the Urban Development Applications process (DAP), a complex enterprise‑level permitting system spanning Planning and Development, IT, and other departments. Reporting to the DAP Transformation Program Management Office, this role is accountable for overall project delivery, guiding vendor implementation, managing risks, and delivering a system that meets operational and customer‑service goals.
This high‑visibility role requires previous DAP system implementation experience, strong municipal knowledge, stakeholder management expertise, and a proven ability to lead cross‑functional teams and vendors through complex, technology‑enabled process transformations.
Key Responsibilities
The City is looking for a PMP‑certified project manager with proven experience implementing Development Application Process (DAP) system or a similar enterprise‑level permitting system experience, with experience in modern cloud‑based solutions required. The role requires experience in a municipal environment and a solid understanding of planning, development, and permitting processes. We are seeking someone with strong leadership, stakeholder management, and communication skills, who can effectively lead cross‑functional teams and manage vendors, contracts, and deliverables. The successful candidate must be able to collaborate across business teams, IT, and system implementers, and have experience managing complex projects, including budgets, risks, schedules, and change management.

We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $126,516 to $147,708 annually (2024 rates). Salary offered will be commensurate with education, experience and internal parity.
