Senior Project Manager, Construction Administration (MTO Projects)

What is the role?

As a Senior Project Manager, Construction Administration (MTO Projects) at LEA, you will lead the delivery of complex MTO construction projects, providing strategic oversight throughout the construction phase. You will oversee project execution, contract administration, risk management, quality assurance, and stakeholder engagement to ensure successful project outcomes. In addition to managing multidisciplinary teams, you will mentor staff, cultivate strong client relationships, support business development efforts, and play a key role in advancing LEA’s reputation as a trusted partner in transportation infrastructure delivery across Ontario.

LEA is an employee‑owned engineering consulting firm with a 72‑year history. We provide multidisciplinary engineering services across Transportation, Civil, Structures, Construction Administration, Electrical and Infrastructure Systems, and Environmental Management.

At LEA’s Construction & Environmental Division, we specialize in construction supervision & Contract Administration for the Ministry of Transportation of Ontario (MTO) as well as Municipal Clients.

Duties and Responsibilities
Strategic Objectives
  • Contribute to the expansion of the Construction Sector within existing and new regions in Ontario, as well as across other provinces, in alignment with LEA’s growth initiative and under the guidance of the Sector Lead.
  • Engage in cross‑divisional collaboration to pursue, secure, and deliver projects, ensuring efficient utilization of skills and resources.
  • Incorporate LEA’s policies and guidelines at all levels of strategic planning.
Business Development and Clients Management
  • Act as an ambassador for LEA, promoting our expertise and services to current and potential clients, leveraging existing relationships and building new ones.
  • Drive day‑to‑day business development activities within your sector to meet growth targets and ensure the continuous expansion of market presence.
  • Contribute in the preparation and submission of proposals, including RFQs, RFPs, and other procurement‑related submissions to secure projects, as applicable to the sector.
  • Act as the primary point of contact for clients, ensuring proactive relationship management and strategic guidance to build long‑term partnerships.
  • Participate in joint ventures and pursuit agreements, supporting the negotiation of terms and conditions of project agreements with clients, partners, contractors, sub‑consultants, and other stakeholders.
Project Management
  • Provide strategic leadership overseeing complex projects while offering guidance and mentorship to Contract Administrators and other staff.
  • Act as a Senior Project Manager, Project Lead or Key Individual on projects as required.
  • Implement methodologies to optimize the performance of Project Managers and Project Coordinators.
  • Implement quality management protocols, ensuring the execution of quality reviews throughout the project delivery process.
  • Provide guidance in identifying and managing project risks.
Staff Management
  • Review and recommend recruitment requests to align with the Sector’s needs.
  • Participate in recruiting and evaluating potential candidates and key strategic hires for the sector and division.
  • Coach, mentor, and train staff in areas such as business development, project management, and client relations, with a focus on developing exceptional client experiences. Ensure other managers in the sector are doing the same with their reports.
  • Review and approve training needs and associated costs to ensure alignment with the sector’s objectives.
  • Evaluate and implement an effective team structure that supports optimal performance.
  • Foster a culture of continuous learning, development, and constructive feedback.
Other
  • Drive innovation within the sector by embracing new technologies and methodologies to enhance operations, project management/delivery and business development.
  • Stay updated on industry trends and best practices to ensure compliance with relevant regulations and standards.
  • Support LEA committees and corporate initiatives, acting as a role model for the division in promoting LEA’s values and culture.
  • Perform additional duties as assigned by the Division Lead.
The qualifications you need
  • Bachelor’s degree in civil engineering or a related discipline.
  • Professional Engineer (P.Eng) with the Professional Engineers of Ontario (PEO).
  • Minimum 15 years of experience in construction project management, including at least 5 years managing MTO projects.
  • Proven experience successfully leading MTO High complexity construction projects.
  • Strong experience in leading, mentoring, and developing high‑performing multidisciplinary teams.
  • Exceptional client‑facing and relationship management skills, serving as an effective ambassador for the organization.
  • Advanced knowledge of project management methodologies, quality management processes, and risk management practices.
  • Excellent communication, negotiation, and presentation skills.
  • Ability to foster a culture of collaboration, innovation, continuous learning, and professional development.
