Job Title: Senior Project Manager – Digital Health / eHealth

Location: Fredericton, NB (Hybrid)

Client: Public Sector

Duration: 2+ Years Contract (Possibility of Extension)

Note:

The Department of Health’s Innovation and eHealth (IeH) branch is seeking an experienced Senior Project Manager to lead the Personal Health Number (PHN) Initiative — a critical project to establish a unique lifetime identifier for individuals receiving healthcare services in New Brunswick.

The ideal candidate will have extensive experience managing eHealth or Digital Health projects in a Canadian jurisdiction, with proven expertise in Enterprise Master Patient Index (EMPI), Master Data Management (MDM), change management, and project governance. This role requires exceptional leadership, communication, and technical acumen to deliver interoperability and data integrity across health systems.

Key Skills & Expertise:

  • 10+ years of Senior Project Management experience in eHealth/Digital Health domains within Canada
  • 12+ years of IM/IT project experience with strong understanding of healthcare data systems and interoperability
  • Proven success managing Enterprise Master Patient Index (EMPI) or Master Data Management (MDM) initiatives
  • Expertise in project governance, stakeholder engagement, risk management, and vendor coordination
  • Strong experience with change management, communication planning, and multi-stakeholder facilitation
  • Familiarity with PHIPAA, data confidentiality, and health privacy regulations
  • Excellent communication, presentation, and documentation skills across technical and executive audiences

Experience / Requirements:

  • Bachelor’s degree in Computer Science, Engineering, Health Informatics, or a related field (or equivalent experience)
  • Minimum 10 years of project management experience in digital health or healthcare IT
  • Demonstrated capability in managing large, complex, multi-year projects crossing several business units and stakeholders
  • Proven experience developing project charters, plans, budgets, and resource forecasts aligned to government frameworks
  • Experience establishing and supporting project governance structures and Steering Committees
  • Proficiency in vendor and contract governance, performance tracking, and outcomes management
  • Strong ability to facilitate workshops and lead project teams of specialists, analysts, and technical staff
  • Recognized Project Management certification (PMP, PMI-ACP, PRINCE2, or equivalent) preferred

Responsibilities:

  • Lead and manage the Personal Health Number (PHN) initiative to establish a unique patient identifier and related record system
  • Define and document project scope, objectives, governance, and resource requirements
  • Manage multi-stakeholder coordination across internal departments, RHAs, SNB, vendors, and other government partners
  • Oversee budget, schedule, risk management, and delivery of project milestones
  • Establish and maintain project governance frameworks, including Steering Committee ToRs and reporting structures
  • Prepare and deliver executive-level progress updates, dashboards, and presentations
  • Facilitate change management and communication plans to support adoption and operational transition
  • Evaluate and ensure alignment with privacy, security, and data interoperability standards (PHIPAA)
  • Lead vendor performance management, contract oversight, and solution integration activities
  • Ensure thorough documentation, knowledge transfer, and transition to operations

Preferred Certifications:

  • PMP, PMI-ACP, or PRINCE2 Project Management Certification
  • Health Informatics or Digital Health Certification (e.g., CHIMA, COACH, or equivalent)
