Regular/full-time. Department of Finance. Capital Markets, Treasury. Winnipeg MB. Advertisement Number 44853. Salary FI7 $90,764 - $124,637 per year. Closing Date February 4, 2026.

Duties
  • Assist in formulating and executing the funding strategy for the province’s debt management program (fiscal year 2025/26 = $6.0 billion), and a derivative program.
  • Prepare and administer the Province's borrowing plan and forecast and assist in developing strategies to issue debt cost effectively.
  • Assist in interpreting statistical, financial and economic data and formulate recommendations and strategies based on this analysis.
  • Be responsible for calculating and producing the Daily Funding Target Rates used by the Capital Markets team for funding decisions.
  • Prepare and update Investor Relations Presentations, and various other proposal presentations for management and other parts of Government.
  • Perform advanced asset-liability and hedge effectiveness analysis to develop strategies to execute debt and derivatives to limit the province’s risk exposure.
  • Liaise with senior members of a number of government departments as well as crown corporations regarding their financial requirements.
  • Direct supervisory duties for the Capital Markets Analyst – Loans and Advances, as well as the Senior Capital Markets Analyst.
Qualifications
Essential
  • Relevant work experience in capital markets, and completion of post-secondary education. A professional designation and/or advanced education degree (CFA, Masters of Finance/Business) would be considered an asset.
  • Advanced analytical skills as it relates to finance, to model and analyze complex financial instruments such as bonds and derivatives.
  • Advanced problem solving and critical thinking skills, demonstrated by ability to work through problems and think outside the box.
  • Experience supervising staff, including assigning and overseeing work, managing performance, and motivating direct reports.
  • Demonstrated ability to work independently as well as part of a high-functioning team.
  • Experience with maintaining financial records to generate reports and statements for publication and regulatory filling.
  • Demonstrated time management skills, ability to work under time constraints, and to prioritize assignments to meet tight deadlines.
  • Strong interpersonal skills to interact professionally with all levels of internal and external stakeholders.
  • Excellent verbal communication skills to deliver or present financial information and recommendations to financial and non-finance.
  • Effective with written communication skills to effectively communicate financial and non-financial information to all levels of audiences.
  • Advanced knowledge of and experience working with Microsoft Excel and PowerPoint to perform complex analysis of various investment transactions and strategies, and present to management and stakeholders. Knowledge of VBA coding is considered an asset.
Desired
  • Experience using Bloomberg for financial analysis.
  • Knowledge of Government of Manitoba legislation (such as the Financial Administration Act, Appropriation Act), and accounting policies pertaining to the borrowing programs of the Province, crown corporations and government agencies.
