Job Overview

Reporting to the Superintendent, Business Services, the Senior Manager, Finance is a key strategic and operational leader responsible for the comprehensive financial administration of the Board. This position leads all processes related to financial planning and analysis, ensures rigorous budget development and monitoring, and ensures full compliance with Ministry reporting. This role provides expert leadership over the finance, purchasing, payroll and accounting functions.

Key Responsibilities
  • Lead the development of the Board’s annual operating and capital budgets. Develop multi-year budget projections and forecasts aligned with the Board’s strategic priorities.
  • Analyze and interpret Ministry of Education funding announcements and legislative grants to ensure the Board maximizes eligible revenue streams.
  • Monitor and clearly communicate organizational financial progress against established plans. Proactively recommend options and strategies to mitigate identified budget gaps.
  • Provide expert support, reports, and recommendations to Committees and the Board. Attend Board and Committee meetings as required.
  • Provide supervision, training, mentoring, and coaching to the finance team. Conduct employee appraisals and support the development of annual plans for professional development.
  • Provide essential financial support for support staff planning and allocation processes.
Financial Operations and Reporting
  • Direct the preparation and audit of annual and interim financial statements and reports in accordance with Ministry guidelines and PSAB standards.
  • Ensure all required Ministry of Education reports (budget estimates, revised estimates, year-end financial statements and other specialized reports) are prepared and filed accurately and on-time.
  • Manage financial reporting requirements for special projects and grants, ensuring full compliance with funding agreements.
Internal Controls and Process Improvement
  • Design, implement, and communicate appropriate financial management controls and operating procedures to safeguard Board assets and enhance the effectiveness and efficiency of financial operations.
  • Provide necessary training and support to school and central administrative staff to ensure system wide adherence with Board financial policies and procedures.
  • Actively pursue opportunities to enhance the efficiency and effectiveness of business processes and financial services operations. Lead and manage financial software selection, development and implementation initiatives as required to support system goals.
  • Perform other job related duties as assigned by the supervisor.
Qualifications
  • Post-secondary degree completion in a relevant field such as Finance, Accounting, or Commerce.
  • Current professional designation as a Chartered Professional Accountant (CPA) with good standing status in the Province of Ontario.
  • Minimum five (5) years of progressive management experience, including strong leadership, project management experience.
  • Leadership experience working in the public sector with multiple unionized labour groups and/or public school board experience is considered a significant asset.
  • Demonstrated proficiency with technology and advanced computer applications related to the field.
  • Knowledge of relevant legislation, statutory requirements and Ministry of Education guidelines.
  • Demonstrated successful leadership, diplomacy, initiative and interpersonal and problem solving skills.
  • Excellent oral and written communication skills with proven ability to effectively communicate with internal and external partners.
  • Ability to work cooperatively with Board personnel, and Ministry representatives.
  • Ability to prioritize work, deal with tight deadlines and work independently.
  • Satisfactory Vulnerable Sector Background check.
