Overview :
We are seeking a Senior HR Staffing Consultant. The client is currently undertaking a critical, accelerated initiative to staff multiple new Public Servant positions to enhance strategic capacity and internal support for operations. This initiative is mandated for completion within the current Fiscal Year, necessitating the hiring and onboarding of these resources before the 31 March 2026 deadline. This timeline presents a substantial and urgent increase in the volume of staffing actions that must be initiated, processed, and completed successfully.
Key Responsibilities :
Staffing Action Execution and Compliance
- Initiation and Documentation : Support in validating, preparing, and completing all required documentation to initiate various staffing actions (e.g., competitions, priority referrals, nonadvertised appointments).
- Compliance Assurance : Draft, review, and finalize critical staffing paperwork, including Statements of Merit, Selection Board Reports, and rationale documentation, ensuring strict adherence to the Public Service Employment Act (PSEA) and all current HR policies.
- Offer Management : Coordinate the final steps of the hiring process, including the preparation and release of official Letters of Offer and securing necessary approvals.
Coordination and Reporting
- Liaison : Serve as the primary point of contact and liaison between the G6 Directorate, central Canadian Army HR services, and departmental classification / compensation groups to actively track and expedite outstanding staffing files.
- Progress Tracking : Establish and maintain a robust, real-time tracking system to monitor the status and progress of all active staffing files against the mandated Fiscal Year deadline.
- Reporting and Briefing : Prepare and deliver regular, high-level status reports and briefing notes on staffing progress, identifying procedural bottlenecks, high-risk files, and proposed mitigation strategies.
Candidate and Onboarding Support
- Candidate Communication : Coordinate all necessary communications with candidates regarding scheduling for assessments, interviews, security clearance follow-ups, and acceptance of employment offers.
- Onboarding Transition : Assist with the initial administrative and logistical steps required for successful new Public Servant onboarding, ensuring a rapid transition from selection to active employment status.
- Client Working Hours : Supported clients will be available for consultation and collaboration between the hours of 0830h and 1630h (Eastern Standard Time) on weekdays (not including Statutory Holidays).
Qualifications & Experience :
- Minimum of three (3) years of demonstrated experience, within the last five (5) years, serving as a primary liaison or coordinator with central HR services (e.g., Classification, Compensation, and Staffing teams) within the GoC. This experience must include the ability to establish and maintain real-time tracking systems for monitoring the progress of multiple staffing files and preparing status reports or briefing notes for senior management (e.g., Director or Deputy level).
- Minimum of three (3) years of demonstrated recent experience within the last five (5) years, providing administrative and coordination support for full-cycle Public Servant staffing actions within a Government of Canada (GoC) department (or agency). This experience must include proven familiarity with the Public Service Employment Act (PSEA) and the necessary GoC policies and documentation (e.g., Statements of Merit, Selection Board Reports, and Letters of Offer) to ensure compliant staffing execution.
