General Purpose

The Senior Forecasting & Modelling Analyst is a high-impact role within the Forecasting & Revenue Planning team, providing advanced analytical leadership that informs decisions on tuition, enrollment, and government funding. Reporting to the Director, this position requires significant autonomy, exceptional analytical judgement, and the maturity to operate within a politically sensitive environment. The incumbent regularly informs strategy, frames complex analyses with nuance, and communicates results diplomatically at the senior management level.

As a trusted advisor to central and distributed academic leaders, the Analyst develops and maintains advanced forecasting models, evaluates institutional and unit-level performance, and translates complex data into clear, defensible recommendations. The role also leads the tracking, reconciliation, and accountability reporting of all ministry funding streams.

You will be joining a strategic function at the heart of institutional planning—where your analyses, recommendations, and models will directly shape academic strategy, financial sustainability, and student outcomes. This role offers the opportunity to influence decisions at the highest levels, tackle complex and meaningful challenges, and help build a more transparent and data-informed institution.

Duties and Responsibilities

Advanced Financial and Institutional Modelling and Analysis

  • Tuition and enrollment forecasting for a portfolio of colleges, advising academic and financial leaders on program mix, pricing, revenue risk, and enrollment strategy.
  • Tailored, time-sensitive analyses and training to stakeholders; interpret enrollment and revenue trends to support unit- and institution-level decisions.
  • Tracking and reconciliation of Operating Grants and Transfer Payment Agreements; assess and communicate impacts of government policy and funding changes.
  • Develop and refine predictive models for tuition, enrollment, and ministry revenue; conduct scenario and sensitivity analyses for strategic planning.
  • Produce concise, executive-ready analysis and recommendations.
  • Create and maintain tools and dashboards supporting transparent, accurate revenue forecasting.
  • Implement standardized processes for ministry revenue tracking and reconciliation; collaborate with IT, Institutional Research, and Finance to enhance data quality and system integration.

Requirements

Education

  • Undergraduate degree in Commerce, Economics, Business, or related field (required).
  • CPA designation (required) OR a Master’s degree in Business, Economics, Public Policy, or a related discipline.

Experience & Skills

  • Extensive experience in financial modeling, forecasting, institutional research, or revenue planning—preferably within a large, multi-stakeholder organization or postsecondary environment.
  • Demonstrated ability to design complex analytical models and respond to rapidly evolving data, policy, or funding changes.
  • Exceptional written and verbal communication skills, with the ability to translate technical analysis into clear recommendations for senior audiences.
  • Strong diplomacy, situational awareness, and the ability to manage sensitive conversations and divergent stakeholder interests.
  • High proficiency with analytical tools (e.g., Excel, statistical software, forecasting platforms); experience with enterprise data systems is an asset.
  • Proven ability to exercise discretion, handle confidential information, and operate with high professional judgment.
