Qualifications

  • Strong analytical, technical, organizational, planning, and problem-solving skills with ability to manage tight deadlines.
  • Property tax billing experience is an asset.
  • Ability to analyze complex issues, develop practical solutions, and recommend policy responses.
  • Strong written and oral communication skills, with integrity and professionalism.
  • Understanding of computer hardware and programming languages.

Responsibilities

  • Ensure tax rates are updated in the Vailtech tax billing system and verify totals against the Tax Roll.
  • Maintain correct property coding for area ratings and balance billing levies.
  • Complete integrity checks to ensure accurate tax billings, including local charges.
  • Produce test bills for the printing vendor and review for accuracy before final processing.
  • Update the back of tax bills and tax brochures to keep information current.
  • Coordinate with printing vendor for secure transmission of test and live billing data; manage envelopes and materials.
  • Ensure tax bills are issued on time for mailed and eBilling delivery per the Municipal Act.
  • Ensure mailing and printing costs comply with vendor contracts.
  • Prepare financial information for the annual FIR, financial statements, and Council reports.
  • Perform monthly reconciliations of property tax payments and align Taxes Receivable with Vailtech sub-ledger.
  • Ensure accurate year-end closing of Vailtech and related GL entries.
  • Design and implement processes to improve property tax account management and customer service.
  • Maintain City website with current property tax information.
  • Develop and maintain Vailtech reports via the Vailtech Switchboard and troubleshoot with IT.
  • Review current Vailtech tax system and work with IT to improve processes.
  • Assist with evaluation and implementation of computer systems and IT solutions.
  • Implement new tax modules, improve processes, and enhance customer service.
  • Identify best practices to improve tax processes and system effectiveness.
  • Support administration and development of the Vailtech tax system, maintaining user access records.
  • Implement systems, prepare documentation, conduct testing, train staff, and complete related implementation activities.
  • Perform other duties related to the position.

  • The candidate will be responsible for ensuring tax rates are accurately updated in the Vailtech tax billing system, verifying assessment totals against the Tax Roll, maintaining correct property coding for area ratings, balancing billing levies, and completing integrity checks to ensure accurate tax billings, including local charges.
  • The candidate will be responsible for producing test bills for the printing vendor, reviewing them for accuracy, and making required corrections before final processing.
  • The candidate will be responsible for updating the back of tax bills and tax brochures to ensure information remains accurate and current.
  • The candidate will be responsible for coordinating with the printing vendor to ensure efficient, accurate, and secure transmission of test and live billing information while maintaining adequate inventory of envelopes and back-of-bill materials.
  • The candidate will be responsible for ensuring property tax bills are completed and issued in compliance with the Municipal Act for both mailed and electronic (eBilling) delivery methods.
  • The candidate will be responsible for ensuring mailing and printing costs are accurate and comply with established vendor contracts.
  • The candidate will be responsible for analyzing and preparing financial information required for the annual Financial Information Return (F.I.R.), financial statements, and various Council reports through accurate data collection and analysis.
  • The candidate will be responsible for performing monthly reconciliations of property tax payments and ensuring Taxes Receivable balances in the General Ledger match the Vailtech sub-ledger.
  • The candidate will be responsible for ensuring the accurate annual year-end closing of Vailtech and completing all required year-end General Ledger entries.
  • The candidate will be responsible for designing, recommending, and implementing strategies and processes that improve the efficiency, effectiveness, and performance of property tax account management and customer service.
  • The candidate will be responsible for ensuring the City’s website contains current and accurate property tax information at all times.
  • The candidate will be responsible for developing and maintaining Vailtech reports through the Vailtech Switchboard, creating or modifying reports as required, and troubleshooting issues in collaboration with Information Technology staff.
  • The candidate will be responsible for reviewing and analyzing the current Vailtech tax system, identifying required process and procedural improvements, and collaborating with the Information Technology Division to develop and revise system solutions.
  • The candidate will be responsible for assisting with the evaluation and implementation of computer systems and information technology solutions.
  • The candidate will be responsible for implementing new tax modules and system functionalities, identifying process improvements, and making changes to better meet taxpayer needs and enhance customer service.

  • The candidate will be responsible for supporting the administration and development of the Vailtech tax system while maintaining user access records and permissions to ensure system security.

Job Requirements
  • The candidate must have proven knowledge and experience in accounting, financial reporting, finance, and budgeting principles, strategies, and practices, normally acquired through a relevant University degree in Business Administration, Commerce, or Economics, or an equivalent combination of education and related work experience.
