Job Profile

Using exceptional analytical capabilities and attention to detail, the Senior Financial Analyst - Development will be responsible for the forecasting, monitoring, recording and reporting of the City’s growth-related revenues, including development charges and various deposits. Ensures compliance with the Development Charges Act and Planning Act on financial matters, providing guidance and advice to the public and internal departments. Forecasts growth and development revenues; monitors growth and revenues against plan as well as growth-funded capital projects, ensuring sufficient funding is available to meet the City’s financial obligations and capital investment plan. Responsible for ensuring proper collection, recording, tracking, and refunding of financial obligations (deposits and/or letters of credit) from development agreements such as subdivisions and site plans, building permit deposits and infill grading deposits. Prepares financial analysis and presents informative financial results for Council and the public’s understanding on growth related revenues. Acts as project manager for the City’s Development Charges Background Study and By-law. Reporting to the Supervisor of Financial Planning – Capital and Development, within the Financial Services Division of the Customer and Financial ServicesDepartment, you will be responsible for the following duties:

What you will be doing

• Responsible for the forecasting, monitoring, recording and reporting of the City’s growth-related revenues including development charges and various deposits. This includes the development of processes affecting multiple divisions, preparation of various reconciliations, working papers, and coordination with various stakeholders within and outside the Finance department. Uses detailed analytic review to develop forecasting analysis and monitor the financial health of these revenues.
• Develops and maintains a rolling forecast of development growth and associated revenues. Monitors the pace of actual development growth in the City against forecast and monitors actual capital spend against forecast, advising on availability of funding impacting the timing of capital projects.
• Tracks and reports on development charges collected, exemptions, credits and deferrals in accordance with legislation and the City’s by-law. Reviews transactions and prepares financial analysis to ensure proper accounting, making correcting entries as required. Ensures proper collection of development charges.
• Provides guidance and advice to the public and internal departments regarding the interpretation of development charges legislation and the City’s development charges by-law. Liaises with the Region of Waterloo and School Boards on development charge matters.
• Prepares financial analysis and presents informative financial results for Council and the public’s understanding on growth related revenues such as the annual legislated development charges report and growth outlooks as part as part of the annual budget. Prepares reports to Council or Committees.
• Interprets, identifies and assesses changes to legislation impacting growth revenues including the Development Charges Act and Planning Act as well as accounting requirements under the Public Sector Accounting Board (PSAB) standards; provides assistance to the Deputy Treasurer regarding the design and implementation of effective policies and procedures.
• Responsible for ensuring proper collection, recording, tracking, and refunding of financial obligations (deposits and/or letters of credit) from development agreements such as subdivisions and site plans, building permit deposits and infill grading deposits. Prepares reconciliations; investigates and corrects errors and issues as required, liaising with Technology Services, Planning, Building and Engineering.
• Acts as project manager for the City’s Development Charges Background Study and By-law, which includes coordinating multiple departments throughout the City, managing external consultant, and leading stakeholder/public engagement process. Coordinates and prepares financial schedules and analysis relating to updates to the City’s Development Charges Background Study and By-Law. Provides input into the growth forecast, and ensures growth and capital forecasts are aligned.
• Responsible for the proper recording and accounting of tangible capital assets assumed from developers
• Investigates best practices, conducts research and makes recommendations regarding policies and processes.
• Performs special projects as required.
• Other duties as assigned.

Education

• Undergraduate Level - Four years or equivalent in Business Administration.
• Canadian Chartered Professional Accounting (CPA) designation.

Experience and Knowledge

• Minimum 3-4 years of experience accounting at an intermediate level and experience using financial and computer applications.
• Advanced experience using Excel.

Your compensation

• This position is within Grade 5 of the non-union Salary Schedule and has an annual salary range of $97,048 - $118,348. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.

Hours of work

Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours per week).
