Senior Development Manager – City of Calgary, Calgary Housing (CH) is a wholly owned subsidiary of the City of Calgary. CH is a purpose-driven social enterprise and the largest housing operator in Calgary, providing safe and affordable housing to more than 27,000 Calgarians. CH has an ambitious growth plan of developing 3,000 new mix-income affordable homes over the next decade. As a Senior Development Manager, you will be an instrumental leader and change champion to help us reach our ambitious vision to be the best - for our residents, our employees, and our city. You will help lead the planning, redevelopment and new construction initiatives by providing strong mixed-use land development and high-density residential construction industry expertise.

As a Senior Development Manager, you will be an instrumental leader and change champion to help us reach our ambitious vision to be the best - for our residents, our employees, and our city. You will help lead the planning, redevelopment and new construction initiatives by providing strong mixed-use land development and high-density residential construction industry expertise. Primary duties include:

  • Strategic Leadership: Execute on CH's real estate and development strategy. Oversee planning and design reviews to ensure compliance with best practices in urban design, environmental stewardship, and energy efficiency.
  • Project Management: Sponsor major construction projects, ensuring public tendering processes, budget accountability, and performance metrics are met. Address site issues, manage change orders, and ensure proper project turnover, commissioning, and warranties.
  • Value Driver: Lead with best industry practices in building design to deliver value-for-money, scalability and repeatability that maximizes the number of homes delivered with the available funding.
  • Team Leadership: Build a high-performance team through leadership development, succession planning, and strategic delegation.
  • Sustainable Community Development: Drive innovation in sustainable design and green building practices. Establish benchmarks for energy efficiency, water conservation, and construction waste reduction.
  • Interest Holder Relations: Act as the primary spokesperson for CH's development projects. Cultivate strong relationships with interest holders and partners, including government bodies, regulators, residents, employees, investors, community and commercial partners.
Requirements
  • A degree in Engineering, Architecture, or related field and at least 10 years of experience in multifamily, midrise and/or high-rise residential and mixed-use building construction and land development, in addition to at least 5 years of progressive leadership experience.
  • Proven track record of successfully managing large-scale land developments and construction projects from inception to completion.
  • Strong financial expertise in project budgeting and evaluation of financial impacts.
  • Excellent negotiation skills with the ability to manage complex agreements and contracts.
  • Working knowledge of public sector procurement requirements and affordable housing programs and regulations will be considered an asset.
  • Strong attention to detail and problem-solving abilities to navigate complex contracts, permits and potential challenges.
  • Strong leadership and organizational skills with the ability to effectively influence others and lead high-performing teams.
  • Success in this position requires excellent communication skills and the ability to work effectively with diverse partners, regulatory authorities, and various interest holders.
