IO delivers some of the most complex, ambitious commercial and land development solutions for the Province and continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of creating a connected, modern and competitive Ontario.

Position Purpose:

The Senior Credit Risk Manager is the senior technical resource within the Credit Risk team and is responsible for leading the independent assessment of Infrastructure Ontario's most complex commercial lending and infrastructure financing transactions. The role provides expert credit risk analysis, adjudication, portfolio oversight, and strategic advice to support sound lending decisions and effective risk management. Working closely with Lending, Legal, Treasury, Finance, Loan Operations, and senior leadership, the position helps strengthen credit risk practices while supporting the continued growth and stability of Infrastructure Ontario's lending portfolio.

What You Will Do:
  • Lead the independent assessment of complex commercial lending, project finance, and infrastructure financing transactions, including new originations, amendments, restructurings, waivers, refinancing transactions, and annual reviews.
  • Evaluate borrower financial performance, business plans, cash flow projections, project risks, security structures, covenant compliance, and repayment capacity.
  • Prepare comprehensive credit memorandums and risk recommendations to support lending decisions and governance approvals.
  • Present credit analysis and recommendations to senior leadership and governance committees.
  • Manage assigned Watch List and higher-risk borrower relationships through ongoing monitoring, risk assessment, and proactive mitigation strategies.
  • Analyze portfolio trends, sector performance, borrower concentrations, and emerging risks to support portfolio management and strategic decision-making.
  • Conduct research and analysis on economic, regulatory, industry, and market developments impacting Infrastructure Ontario's lending portfolio.
  • Serve as a senior technical resource to the Credit Risk team by providing guidance, mentorship, and knowledge sharing on credit adjudication, financial analysis, and risk management practices.
  • Support the enhancement of credit risk policies, methodologies, analytical tools, portfolio monitoring practices, and governance processes.
Who You Are:
  • University degree in Finance, Business Administration, Accounting, Economics, or a related discipline, or an equivalent combination of education and experience.
  • Significant experience in commercial lending, credit adjudication, credit risk management, corporate banking, project finance, infrastructure financing, or a related financial services environment.
  • Extensive experience analyzing complex financial statements, cash flow projections, financing structures, business plans, and credit-related information.
  • Strong expertise in commercial lending, credit risk assessment, covenant design, security structures, loan structuring, and portfolio monitoring.
  • Experience preparing and presenting credit recommendations for senior approval authorities, governance committees, and executive stakeholders.
  • Demonstrated experience managing complex borrower relationships, higher-risk exposures, and Watch List credits.
  • Strong financial modelling, analytical, problem-solving, and risk assessment capabilities.
  • Ability to exercise sound judgment and provide well-supported recommendations on complex credit matters.
  • Experience mentoring colleagues and serving as a senior technical resource within a credit risk or lending environment.
  • Experience in infrastructure financing, municipalities, healthcare, affordable housing, commercial real estate, energy, long-term care, or other project-based financing sectors is considered an asset.
What We Offer:

  • A defined contribution pension plan, where IO contributes the equivalent of 5% of a full-time employee’s annual salary, with an option for IO to match an additional 5% contribution made by the employee. IO also offers a Group Retirement Savings Plan and Group Tax Free Savings Account, designed to help IO colleagues plan and save for their future.
  • A comprehensive package that covers health, dental, vision, out-of-country care, paramedical services, and more.
  • A pregnancy and parental leave program that offers expecting, eligible employees a top-up to 95% of their annual base salary for 31 weeks, and our parental leave program offers eligible employees a top-up to 95% of their annual base salary for 15 weeks.
  • Access to our $1000 Healthcare Spending Account to top up expenses not covered in the benefits program and a Lifestyle Account that expands the eligibility of health and wellness options and can include coverage for gym memberships and fitness equipment, nutrition counselling or financial planning.
  • Support for professional development opportunities for all colleagues through a broad range of learning programs that include in-person and online training, leadership development, and support for colleagues’ well-being. IO will also cover the costs associated with up to two membership and license fees per year for eligible colleagues if directly related to the employee’s role.
