LOB Overview: Provides second-line oversight on operational risk covering capital markets.

Role reports to: Director CM Operational Risk Management

Reason the role is open: Backfill.

Potential for extension: Yes. Potential for OT: No. Team size: 5 people.

Project: Rollout of OSFI E‑21 regulatory changes for operational risk management within Capital Markets. This includes updates to RCSAs, KRIs, controls, governance, and related frameworks.

Job Description

The Change Manager will lead and support change management activities related to the implementation of OSFI E‑21 regulatory requirements within Capital Markets. Responsibilities include planning and executing change strategies, stakeholder engagement, communication planning, and ensuring adoption of new processes and controls. The role requires strong expertise in change management within financial institutions, particularly in regulatory‑driven initiatives.

  • Lead the design and delivery of change management plans to support OSFI E‑21 implementation, providing second line oversight and challenge to first line activities.
  • Partner with stakeholders across Capital Markets (Global Markets, Corporate Banking, Investment Banking), Compliance, Risk, and Technology to assess impacts and drive alignment.
  • Facilitate and provide independent oversight of the Risk Control Self Assessment (RCSA) process and support operational risk mitigation.
  • Track and report on change progress, effectiveness, and compliance with regulatory timelines.
  • Maintain effective oversight of operational risk management and ensure compliance with OSFI E‑21 requirements.
Must Have Requirements
  • 8‑10+ years strategic consulting – advising change on risk/opinion.
  • 5+ years experience in Capital Markets focusing on risk oversight.
  • Strong understanding of operational risk, specifically in a second line oversight capacity.
Nice to Have
  • Executive‑level communication and stakeholder management skills.
  • Change management certification or equivalent experience.
  • Experience managing regulatory change programs.
  • Knowledge of OSFI E‑21 regulatory requirements.
