Job Function
Supervise staff and support managers in cost allocation rate design and impact assessment for Transmission and Distribution rates. Be responsible for developing analytical tools, supporting regulatory approvals, implementing approved rates, and leading on cost allocation and rate design to internal and external stakeholders.
Specific Accountabilities
- Supervise staff involved in pricing and rate policies and strategies, plan schedules, assign work, and ensure quality and accuracy.
- Provide advice and guidance to staff in problem resolution and performance management.
- Maintain a high‑level quality pricing team and manage resources for all Transmission and Distribution pricing matters.
- Develop and implement pricing and rate policies and strategies to support Hydro One Networks.
- Build and improve cost allocation and rate design models for Distribution and Transmission tariffs.
- Ensure rate‑design inputs comply with regulatory principles and corporate policies.
- Perform analytical studies to assess impacts on customer bills and present results to senior management.
- Participate in regulatory approval processes for new tariffs and provide support during implementation.
- Guide stakeholders on pricing policies during inquiries from government, regulators, and customers.
- Lead development of pricing tools and model implementations across the company.
- Represent the company on task forces and committees to educate stakeholders on rate‑design policies.
- Contribute expertise to multi‑party interdisciplinary studies.
- Recommend and implement continuous improvement initiatives for the pricing function.
- Provide training to develop in‑house cost allocation and rate‑design capability.
Qualifications
Technical Knowledge
- Experience in cost allocation and rate design, including regulated rate implementation.
- Experience in processes, systems, and analytical models used to assess pricing.
- Familiarity with the Ontario Energy Board regulatory process, evidence preparation, and responses to interrogatories.
- At least 8 years of relevant experience.
- Knowledge of economics, quantitative analysis, and statistics.
- Working knowledge of word processing, presentation, database, and spreadsheet applications (e.g., Word, PowerPoint, Excel, SAS, Access).
- Knowledge of CIS / Smart Meter / Interval Meter data for cost allocation models.
- Familiarity with load forecasts and how they impact rate design.
- Familiarity with distribution and transmission systems and assets.
